The selectee for this position will serve as a Mechanical Engineer in the Public Works Department (PWD) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa

Responsibilities

  • Review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results.

  • Evaluate technical aspects of development and design work accomplished by the design division and provide to contractors.

  • Negotiate design modifications with representatives to verify agreements satisfy the interests of facilities programs and projects.

  • Coordinate technical project management efforts (e.g., design, system development, evaluations, certifications) with contractors to make corrective adjustments for program success.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This position is a 100% TDY position to Camp Lemonnier, Djibouti, South Africa.

Qualifications

SELECTIVE PLACEMENT FACTOR (Basic Qualifications): This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. If you meet this requirement it is highly recommended that you provide a copy of your current registration with your application.

In addition to the Basic Qualifications for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directs the day-to-day development of large projects and managing project schedules; 2) Coordinates the activities of professional architects, engineers, and planners involved with each project; 3) Performs design review of construction drawings and specifications for mechanical systems such as plumbing, heating, ventilating, air conditioning, utilities, fuel, controls, and steam distribution. VIEW JOBS 11/30/2018 12:00:00 AM 2019-02-28T00:00 Mechanical Engineer - Capital Projects The Mechanical Engineer – Capital Projects is the technical resource accountable for the detailed mechanical designs on assigned projects within the Capital Engineering organization. This entails early involvement in the conceptual design through field startup. This position is also accountable for mechanical reviews and evaluates the technical correctness of designs and installations. All designs and installations are evaluated to ensure they are safe, maintainable and function as intended. RESPONSIBILITIES: Provides Mechanical Engineering expertise to the design teams in the execution of projects to: * Develop and/or review designs and installations to ensure correctness and compliance with Ascend standards, applicable codes, regulatory requirements and project deliverables * Responsible for the mechanical design basis on assigned projects * Develop mechanical design packages * Participate in the development of construction bid packages * Lead review / approval of vendor supplied equipment or systems * Defines specifications for budgetary quotes / estimates related to equipment and designs as assigned * Evaluate deviations to designs and make recommendations for resolution * Evaluate and make recommendations for additional outside resources on mechanical designs * Assemble detailed construction bid packages for mechanical execution * Support Project Managers in execution of projects JOB REQUIREMENTS: * BS in Mechanical Engineering or a related field combined with relevant experience * Minimum of 5 years industrial experience * Assist in creating cost estimates for mechanical scope of work * Self-starter, able to work with little supervision * Comfortable providing creative, alternative solutions * Create Engineering man-hour estimates * Create piping designs and equipment layouts * Proficient writing and evaluating equipment specification sheets * Ability to support multiple projects simultaneously * Ability to make sound technical decisions * Actively participate in Ascend's safety initiatives * Good interpersonal skills to interact well within a team environment * Strong organizational and communication skills both oral and written * Demonstrates the ability to function and respond to changing priorities * Comfortable making and implementing sound decisions for both designs and installations PREFERRED SKILLS: * Leadership skills to enhance the project team effectiveness * Experience and basic knowledge of various standards, codes, industry practices and specifications for safe mechanical designs * Commitment to meet project timelines * Effective computer skills including Microsoft Office * Familiar with SAP functionality * Familiar with Process industry practices WHY WORK AT ASCEND?
