The selectee for this position will serve as a Mechanical Engineer in the Public Works Department (PWD) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa

Responsibilities

  • Review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results.

  • Evaluate technical aspects of development and design work accomplished by the design division and provide to contractors.

  • Negotiate design modifications with representatives to verify agreements satisfy the interests of facilities programs and projects.

  • Coordinate technical project management efforts (e.g., design, system development, evaluations, certifications) with contractors to make corrective adjustments for program success.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

SELECTIVE PLACEMENT FACTOR (Basic Qualifications): This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. If you meet this requirement it is highly recommended that you provide a copy of your current registration with your application.

In addition to the Basic Qualifications for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directs the day-to-day development of large projects and managing project schedules; 2) Coordinates the activities of professional architects, engineers, and planners involved with each project; 3) Performs design review of construction drawings and specifications for mechanical systems such as plumbing, heating, ventilating, air conditioning, utilities, fuel, controls, and steam distribution. The Area MIQA Leader provides technical expertise on all matters concerning the MIQA of Chemours Process Safety Management, standard S21A in the production unit so that process equipment is installed, maintained and operated in a safe and reliable manner. The Area MIQA Leader is responsible for implementation of managing systems and processes focused on the prevention of Process Safety Incidents due to MIQA deficiencies. Specific Responsibilities include, but are not limited to, the following: * Lead the Area MIQA steering team, and coordinate related activities * Identify, and lead focused MIQA improvement efforts for the area * Participate in activities of the Site MIQA steering team, and implement improvements identified in the area. * Provide direction on area equipment inspection and repair strategies and plans, particularly during shutdowns * Manage content and implementation of Plant Standards on MIQA in the area by providing technical expertise on mechanical integrity and quality assurance * Maintain the area MIQA documents and work systems (including content in IT / CMMS systems related to MIQA) * Participate in first party PSM audits, as both an auditor and an auditee * Support second party PSM audits of the area (MI and QA elements) * Participate in supplier auditing (local suppliers) * QA systems in the area * Maintenance training and development * Provide training and coaching as needed for area MIQA resources (maintenance coordinators, planners, reliability engineers, inspectors, project team leaders, etc.) Basic Qualifications: BS in an engineering disciplin 5 years equipment reliability / mechanical integrity / QA experience in a chemical/refining plant environment (high hazard processes) Preferred Qualifications: * BS degree in Mechanical Engineering ; * >5 years equipment mechanical integrity / reliability work experience and training in the refining/petrochemical industry with a focus on process safety ; * Rotating equipment reliability and lubrication experience ; * Understanding of the principles of: Process piping and vessel test/inspection/repair techniques; Materials Science; Lubrication, Predictive techniques for fixed, rotating, power distribution equipment and instrumentation e.g. vibration analysis, nondestructive testing, thermography, etc.; Total Productive Maintenance (TPM); Total Equipment Effectiveness (Uptime); Equipment Life Cycle Cost; Root Cause Failure Analysis (RCFA) and Failure Mode and Effect Analysis (FMEA); Engineering codes and their application; Chemours is an equal opportunity employer.
