Description

The Measurement Supervisor manages all measurement and metering equipment and related activities within the Region to ensure reliable and cost-effective Pipeline and Terminal operations.

Responsibilities may include:

  • Supervising a team of Measurement Technicians who are located remotely (i.e. some distance from the Supervisor's primary location) and whose responsibilities include:

  • Executing all measurement and metering equipment troubleshooting, maintenance, and repair

  • Providing technical guidance for the design, installation, and operation of all measurement and metering equipment in the Region

  • Providing Measurement technical expertise to support the Measurement Technicians as well as engineering, operations, and other maintenance personnel within the Region

  • Working with Engineering Services and other Measurement Supervisors to ensure related standards, policies, and procedures are fit for purpose and cost-effective

  • Managing the Region's critical measurement and metering equipment inventory and critical spare replacement plan

  • Developing a long-range plan to ensure all measurement and metering equipment is properly maintained according to applicable standards and policies and considering system and equipment criticality and available data and ensuring this plan is incorporated into the Region's capital, expense, and major maintenance budgets

  • Developing, tracking, and controlling the Measurement capital, expense, and major maintenance budgets

  • Coordinating with Engineering, Operations, the Planner/Scheduler, and other maintenance disciplines to ensure the Measurement Technicians are effectively assigned to tasks and time off, overtime, and call-outs are managed effectively

  • Coordinating with the Planner/Scheduler to ensure the Region Maintenance Schedule is complete, accurate, and up to date

  • Coordinating with the Operations Superintendents and Local Operations to plan and schedule maintenance and project work to minimize the impact to Pipeline and Terminal Operations

  • Ensuring the Measurement Technicians execute work according to applicable regulations, standards, policies, and procedures and in an efficient and cost-effective manner

  • Ensuring the Measurement Technicians and other personnel fully document failures, data, and work related to measurement equipment in SAP PM

  • Working closely with Operations to identify and implement optimization opportunities

  • Working with Engineering Services, the Measurement Functional Excellence Team, and applicable industry organizations to identify new technologies in support of reliable and cost-effective operations and stay current with changes to industry regulations, standards, and practices

  • Working with the Engineering Director and Measurement Technicians to implement tools, processes, and new technologies

  • Ensuring Measurement Technicians and other personnel receive required training

  • Ensuring failures and near misses are appropriately investigated and resulting action items are implemented

  • Evaluating material and service providers to ensure they provide professional quality services

  • Supporting related inspections, audits, and Emergency Response activities

Qualifications

Basic/Required:

  • Legally authorized to work in the job posting country

  • High School Diploma or GED equivalent or higher

  • 7 or more years of experience troubleshooting, maintaining and repairing equipment

  • Computer proficient (perform the skills with limited assistance) including applications for word processing and spreadsheets

  • Willing and able to travel up to 25%

Preferred:

  • Associate's degree in Industrial Electronics, Instrumentation, or Automation and Process Control

  • 10 or more years of experience troubleshooting, maintaining and repairing equipment

  • 5 or more years of experience in a leadership and supervisor position

  • Working knowledge of measurement and metering equipment and related devices

  • Working knowledge of pipeline and terminal equipment

  • Able to read and understand technical drawings and documents

  • Working knowledge of the Plant Maintenance module of SAP or similar system

Phillips 66 & YOU- Together we can fuel the future Description The Measurement Technician ensures accurate custody transfer of crude oil, finished products and natural gas liquid for intra and intercompany movements in adherence with established Phillips 66 Pipeline Measurement Manual policies and guidelines, applicable regulations and industry accepted standards. Responsibilities may include: * Understanding the methods of measurements used for custody transfer. * Working knowledge of laboratory tests and procedures used to monitor and to certify products. * Performing monthly Pipelines/Terminal gain/loss analysis. * Utilizing common forms of measurement including the use of positive displacement meters, mass flow meters, turbine meters, and solids handling measurement and various tank measurement methods and systems. * Working with company and outside engineers and vendors to design, fabricate and install custody transfer units to maintain measurement accuracy in accordance with company and industry measurement standards. * Providing resolution suggestions regarding measurement system failures, including hands on troubleshooting and repairs when required. * Eliminating, containing and reporting any and all product and/or crude leaks, seeps and spills. * Ensuring roll-out and implementation of new measurement initiatives and policies and procedures and system upgrades. * Reviewing and auditing metering systems to ensure end-to-end integrity and accuracy. Reviewing proving factors, flow computer and PLC computations, data transmission, and SCADA computations. * Scheduling calibrations, inspections, audits, and other related activities with facility supervisors and other third parties. * Programming and troubleshooting OMNI and other flow computers. * Participating as witness to all company and third party prover and water draws. * Assisting with the end of the month close out and subsequent proving of meters. * Responding to emergencies and assisting in maintaining emergency equipment. * Operating and maintaining a DOT covered truck and trailer as needed. * Ensuring accurate and timely completion of paperwork. * Performing housekeeping duties. * Completing mandated safety and regulatory training.
