Position Overview:

In the Office of Epidemiology, Surveillance, and Emerging Diseases (OESED) and under the supervision of Communicable and Emerging Diseases Manager, the Maven Project Manager will be responsible for internal project management of HCPH electronic disease surveillance (Maven) and related systems. This role will provide management, leadership, and strategic support for the Maven team at Harris County Public Health. In addition, they will coordinate communication between HCPH offices and divisions, and is responsible for ensuring OESED has comprehensive internal policies, procedures, and trainings for all staff. The Project Manager will translate business requirements into technology requirements (and vice versa) and define data standards and principles for disease surveillance and public health reporting. They will be responsible for designing and implementing solutions for OESED electronic disease surveillance system(s) and framework(s) used to plan, specify, enable, create, acquire, maintain, use, archive, retrieve, control, and purge data.

Duties & Responsibilities:

  • Collaborate with HCPH OESED and Operations and Technology Services (OTS) to formulate data strategies that align with overall objectives and ensure long-term sustainability of HCPH electronic disease surveillance system(s) and framework.

  • Manage project teams, and prioritize and complete change requests, local software configuration and development, bug reporting, user administration, creation of data reports and reporting dashboards, facilitate and conduct User Acceptance Testing (UATs) for major and minor system upgrades.

  • Build and foster project standards, templates, tools, processes, trainings, and best practices across OESED. Identify and implement opportunities to refine and streamline data processes within the electronic disease surveillance system(s).

  • Facilitate communication and serve as non-technical point of contact with vendor and other stakeholders. Work closely with stakeholders to ensure data needs are adequately addressed and integrated into the surveillance system. Coordinate with various departments to ensure surveillance system solutions are congruent with business needs and the overarching data strategy.

  • Lead as the subject matter expert on emerging technologies, their potential integration and utilization in the organizational framework and as a tool for OESED disease surveillance systems. Maintain an active role in data governance as it relates disease surveillance data and the disease surveillance systems.

Requirements

Education:

  • Master's Degree from an accredited college or university in Epidemiology, Public Health, or related field of study.

Experience:

  • At least three (3) years of experience in epidemiology, public health, with:

  • At least two (2) of those years in communicable disease surveillance and reporting, and

  • At least one (1) year of experience using Maven.

  • Experience with programing languages, especially XML, and/or SQL.

Knowledge, Skills and Abilities:

  • Design models of data processing to implement the intended business model

  • Develop diagrams representing key data and relationships between

  • Communicate clearly and effectively with staff at all levels.

  • Strategic thinking

  • Strong knowledge of communicable and emerging disease epidemiology, reportable conditions, disease investigations, and public health as a whole.

  • Strong knowledge of personal computers and various software, including but not limited to Maven, Github, DevOps, SQL/R/STATA/PowerBI

  • Collaborative team player with strong leadership abilities to enable systemic change

  • Adaptable to change and comfortable working in ambiguous scenarios and high-level of flexibility in fast-paced environments

  • Understand different project management methodologies such as Agile, Waterfall, or Scrum, and know how to apply them to various projects. This team currently uses the Dev Ops platform.

General Information

Position Type and Typical Hours of Work:

  • This is a grant-funded full-time position.

  • Typical hours are Monday through Friday, 8:00am to 5:00pm

  • After hours/weekends may be needed during an emergency.

Work Environment:

  • This position operates in a professional office environment and allows a hybrid schedule. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:

  • This is a largely sedentary role; however, tasks may require the ability to lift up to 20 pounds and bending and standing for periods at a time.

Employment may be contingent on passing a drug screen and meeting other standards.
