US Citizenship Required:YesOPEN TO CURRENT INTERNAL TOS EMPLOYEES ONLY  EXTERNAL CANDIDATES WILL NOT BE CONSIDEREDThis opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee.  National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test.  Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.Job Duties:
  • Performs material planning and coordination activities at the assigned NAS location/branch/department. 
  • Serves as the focal point and subject matter expert for acquisition of all material and outside services required to support the assigned project. 
  • Monitors material progress/status, expedites both internally and externally to meet material availability requirements. Report status to Branch customers.
  • Makes micro-purchase and credit card purchases in accordance with company procedures
  • Works with the task or project teams in the planning, selection, and expediting material required for the assigned project. Ensures the project team is informed of the status of procurement activities required for the project. 
  • Works with the project team to plan the required procurements to ensure they will support the project schedule and are cost effective.
  • Prepare & update a material status sheet/report for larger projects supported by the group. 
  • Ensures material requirements are included in the planning phase of work activities.  Identifies items readily available from on-site inventory sources and assist in research of sources for non-inventory items. 
  • Provides lead time information for items to be procured, interfaces with Acquisitions to ensure need items are delivered to support planned work activities. 
  • Responsible for the input maintenance, assessment and correction of Material Management data in the applicable data base. 
  • Continuously performs priority allocations to ensure material availability well in advance of installation requirements.
  • Create & update/status a priority requisitions list for the shop & projects the group is supporting.
  • Assists with material/property inventories including identification and disposition for assigned areas.
  • Ensures task completion addresses the proper disposition of excess/unused items and material.
  • Reports to and receive operational direction from the line manager and functional direction from Materials and Acquisitions Manager.  
  • Maintains direct working relationship with NAS Procurement, Project Controls, Engineering, Operations, Maintenance, Automation Support, and other site organizations to ensure needed material is available to support ongoing activities.
  • Help perform market research activities for materials or machines/equipment to get pricing & lead time for future procurements.
  • Depending on workload, may be asked to help enter material req’s for the planning office and the tool crib.
  • Provide a weekly report of material status for the machine repair meetings.
  • Provide a bi-weekly status of machine & equipment priorities for the shop, and compile specs & market research for them.
  • Serve as the primary or backup ITEC custodian for the Manufacturing Branch. This includes doing a yearly inventory and issuing appropriate documents/maintaining records for any ADPE items.
Basic Qualifications:
  • Bachelor’s Degree from an accredited university in Business Management or related discipline and 5 years of progressive material management and/or relevant work experience or any equivalent combination relevant education and progressive and relevant experience.
Preferred Qualifications:
  • Proficiency and experience in the management of material in a government environment.
  • Understanding of and experience in warehouse operations, freight shipping/receiving/handling, material handling methods & equipment, and inventory management.
  • Knowledge of procurement processes, systems and operations related to the acquisition of materials, services and equipment, and of the Engineering discipline within the area of responsibility, the work process, and the deliverables produced
  • Good oral and written communication skills regarding technical and production matters with both AEDC and supplier personnel
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups, primarily Engineering, Operations, Project Management and other services.
  • Knowledge in the use of type of standard databases, including reading/interpreting drawings, work planning, and specification/statement of work development for goods and services
