Job Description and Duties

INDICATE 02-4-330 ON APPLICATION

Working under the direction of the Caltrans Maintenance Manager I, the Warehouse Materials Specialist acts as an assistant to the Manager in the daily operations of the warehouse. Serve as a back-up to the Warehouse Worker in their absences.

The specialist will be expected to assist in the coordination of the following procedures: receiving/special signs; shipping and purchasing; publications; order filling; inventory and property reutilization; and space management. Operates powered and non-powered material handling equipment. Gives and receives direction in maintaining a safe work environment.

The successful candidate must adhere to ethical practices and processes, know and follow policies, ensure the best value for the state, and demonstrate a positive attitude and a commitment to providing quality service that is accurate, timely and exceeds customers' expectations. Must possess a valid Class C driver's license while operating State equipment or State vehicles. This position is represented under collective bargaining. Required to work overtime, nights and weekends due to storms, emergencies, or special work projects, as determined by the Supervisor or Department.

Serves as primary point of contact for procurement of inventory, office supplies and other items located in the District 2 Warehouse. Provides excellent customer service; independently consults with and advises managers and staff on procurement policies and procedures; and provides technical and analytical assistance.

Incumbent procures complex commodities in compliance with the Department's Acquisition Manual. Reviews, analyzes, tracks and processes all types of purchases such as maintenance, construction, and office supplies, as well as other requests with various time lines and time-sensitive requirements at any one time. Facilitates formal and informal competitive solicitation through the appropriate acquisition methods.

Will use general procurement processes and the Small Purchase Payment Method, CAL-Card program. Reviews and validates invoices and prepares payment documents for services and purchases made. Prepares monthly statements of account, and audits and reconciles monthly transactions and payments.

Reviews supporting documentation and ensures consistency with Department of General Services and compliance with Government Code, the State Contracting Manual, and State Administrative Manual. Independently resolves issues and takes appropriate course of action.Procures needed merchandise through the Purchasing Service Center, the Sacramento Materials Distribution Warehouse, and outside vendors, by use of contract delegation purchase requests and/or visa. Ensures SDS (Safety Data Sheets) information housed in the warehouse is current and up to date.

Working Conditions

This position is located at D2 Warehouse, Shasta County

Incumbent may be required to sit for long periods of time using a keyboard and video display terminal; move large or cumbersome diagrams from one location to another up to a maximum of 25 pounds; lift computer equipment, including monitors and CPU's up to a maximum of 25 pounds; occasional bending, stooping, and kneeling. Working hours will be set sometime between 0500 and 1700 hours, Monday through Friday, and the incumbent will be expected to report to work on time and remain productive throughout the workday; may be required to travel in state, but the travel is not frequent; must have the ability to develop and maintain cooperative relationships and be able to deal effectively with pressure, maintain focus and intensity, yet remain optimistic and persistent even under adversity; must be open to change and acceptance of new information and processes; be able to adapt behavior and work methods in response to new information, changing conditions or unexpected obstacles; behave in a fair, ethical, and professional manner toward others and demonstrate a sense of responsibility with commitment to public service; have the ability to multi-task, adapt to changing priorities, and complete tasks with short notice.

Incumbent will work in a climate-controlled office under artificial light; however, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. May be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
