JOB SUMMARY:

Investigates reported county ordinance violations reported by other county departments/agencies and the general public.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Enforces county ordinances concentrating[BS(1] on areas including tax commissioner's office, environmental health, housing and zoning ordinances, and business licenses[BS(2] .

Investigates violations, works with homeowners to obtain compliance, issues citations[BS(3] when necessary.

Refers cases to appropriate departments upon observing or receiving complaint of violations.

Counsel the public who are found in violation of the laws; reinvestigates ordinance violations before turning cases over to the Assistant County Attorney for prosecution; testifies before the courts as necessary.

Provide law enforcement support at special events[BS(4] as necessary and provides security at Government Center Building and Commission Meetings.

Performs other related duties as required.

Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High School Diploma or G.E.D.

Two years of experience in related field, or law enforcement experience preferred.

Any equivalent combination of education and experience which provides the minimum level of qualifications as stated above.

Licenses and Certifications:

POST Certification or ability to obtain within six (6) months.

Valid Class C Driver License and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills and Abilities:

Knowledge of the laws, rules, and regulations in County Ordinance enforcement and inspection.

Knowledge of State and local laws relating to arrest, evidence preparation and keeping and property seizure.

Knowledge of county geography.

Ability to establish and maintain effective working relationships with citizens and other employees.

Ability to communicate clearly and effectively, both orally and in writing.

Knowledge of the principles and techniques involved in investigations.

Ability to analyze situations quickly and effectively and to determine the proper course of action.

Ability to cope with situations firmly, tactfully, courteously, and with respect for the rights of others.

Skill in the use of firearms.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, twisting at the waist, hips or knees; ascend and descend ladders, stairs, and ramps; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; reach overhead; position oneself by crouching or kneeling; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; push or pull items; and move/transport items weighing between 26lbs and 75lbs. Essential functions occasionally require incumbents to use math/calculations.

Essential functions are frequently performed with exposure to risk of bodily injury from biological hazards and sharp objects/tools; dirt/mud; extreme dry environments; fumes/gasses/odors/dust; vibration; and wet, slippery floors/surfaces. Incumbents must frequently be able to work alone.

Essential functions are occasionally performed with exposure to hazards including chemical, electrical, radiation, and sharp objects/tools; risk of bodily injury from failing from high heights/high places; constricted spaces; grease/oil; moving mechanical parts; extreme noise; and hot temperature devices including flame torches and burners.

Incumbents regularly must be able to work around equipment/machinery; drive county vehicles and other equipment; and walk on uneven ground.
