General Statement of Job

Primarily installs, maintains, and repairs the City's traffic pavement markings. Performs other duties and related work as assigned.

May assist the sign crew, where needed. This is an entry-level position that involves the maintenance, layout, and installation of pavement markings along City maintained roads; the fabrication, assembly, installation, repair and maintenance of traffic signs; all the forgoing in compliance with Federal, State, County, and City regulations.

Specific Duties and Responsibilities

Under general supervision, this position performs skilled tasks primarily in Pavement markings but may assist in the design and installation of traffic signs on City streets; operates vehicles, equipment, and tools in compliance with all safety regulations and standard procedures.

Work involves interacting with vendors or other City staff to discuss needs and to advise on different methods and materials.

Essential Functions:

Assists in the construction, installation and maintenance of governmental and custom-specification signs; uses lettering system software and hardware.

Assists in installing and maintaining pavement markings using current governmental standards.

Assists in maintaining supply inventory.

Assists in the set-up and maintenance of traffic control devices to provide safe work zones on roads and highways.

Interpret simple plans and sketches.

Mixes traffic paints and melts thermoplastic marking paint.

Operates component equipment on a line striping motor vehicle, hand line machine, power spray guns and other painting equipment; raised pavement marker machine

Serves as flagger for other members of the traffic division, or in emergency situations, as needed Countywide.

Places and removes traffic cones, barricades, flags, signs, and other traffic control devices by driving to sites to ensure a smooth flow of traffic for striping operations and when road signs and other traffic control devices, such as traffic signals, are being installed or repaired.

Receives cross training to gain knowledge, skills and proficiency in all traffic operations to qualify for upward mobility when positions become available.

Fill out work orders and other paperwork and maintains files and records

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the Division, Department, or related units.

Maintains assigned vehicles and equipment.

Remains on call for emergencies 24 hours per day as scheduled.

Minimum Education and Training

Requires a high school diploma or GED equivalent supplemented by two (2) years of experience and/or training in the installation and maintenance of traffic signals, signs and markings, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must obtain certification as an IMSA Level I Sign Technician and Signs/Marking Specialist within six months of hire; must possess a valid state Class "B" CDL driver's license with air brake endorsement. Must possess and maintain a valid state of Florida driver's license.

Minimum Qualifications and Standards Required

Skill Requirements:

Has knowledge of the methods, procedures and policies of the Public Works and Engineering Department as they pertain to the performance and duties of the Sign/Marking Technician I. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.

Has general knowledge of traffic operations, support loading, and the materials and equipment used in the installation, maintenance and repair of traffic signs and road striping. Has knowledge of all applicable codes and regulations.

Has knowledge of modern office practices and technology. Has the ability to perform required mathematical computations with accuracy and in a timely manner.

Has knowledge of the computer and other technical terminology used within the department; has skill in the use of computers for data and word processing, database management. Is skilled in applying a responsible attention to detail as necessary in preparing reports and records. Is able to read and interpret a variety of materials pertaining to the responsibilities of the job.

Is able to analyze problems that arise on the job and prepare related reports and recommendations. Is able to maintain records accurately.

Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine tasks. Has the ability to plan, organize and prioritize daily assignments and work activities.

Is able to provide assistance to various departments, supervisors, co-workers and the general public as needed. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.

Knows how to perform duties in a courteous manner and communicate effectively with a variety of public and private groups as prescribed. Has skill in the care and use of required tools and equipment. Is able to make minor repairs and adjustments to equipment.

Physical Requirements:

Must be physically able to operate a vehicle, truck, and a variety of machines and equipment including a computer, telephone, calculator, signal diagnostic and control equipment, fork lift, etc. Tasks involve the ability to exert moderate, though not constant physical effort in light work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds) and occasionally heavy objects and materials (up to 100 pounds).

Responsibilities:

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.

Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives.

Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and researches issues, situations and alternatives before exercising judgment.

Working Conditions:

Works indoors and outdoors in all types of weather. Has knowledge of the occupational hazards and safety precautions of the trade.

Is capable of working under stressful conditions as required. Knows how to react calmly and quickly in emergency situations. Is able to perform duties in occasionally uncomfortable or hazardous conditions, including extreme heat or cold, machinery hazards, traffic hazards, wetness, humidity, electrical currents, etc.
