Responsibilities

Management and Program Analyst / PD# 28031-A, 28033-A

The primary purpose of this position is to provide staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity. This position is primarily concerned with analyzing, evaluating, and improving the efficiency of internal administrative operations, organization, as well as planning, analyzing and evaluating the effectiveness of Acquisition Internship School operating programs.

As a senior staff member, the incumbent will advise senior leadership on the organization's significant fiscal, operational, community, and/or personnel issues or actions. Evaluates highest-level administrative guidance, transforms it into specific local guidance, issues guidance, defines program submissions, and solicits the submission of program and resource requirements for the organization. Advises leadership on correct procedures for numerous administrative actions, ensuring accuracy of completed work.

Monitors activities or actions of the organization and keeps senior leadership properly informed of the highest priority items; ensures appropriate individuals are aware of actions requiring their attention and follows up to ensure actions are properly completed. Works with the Director of Intern Programs and the AIS Vice-Chancellor to collect, manage, analyze, and report performance and program data in support of the VAAA accomplishment of operational performance goals and metrics. Serves as a project manager, team member or facilitator, as assigned by AIS leadership.

Participates in intra-agency, inter-agency, and federal/corporate committees, task forces, panels and work groups which focus on a wide array of training issues and initiatives involving data analysis on manpower studies, budget allocations, and reports related to professional acquisition training and career development programs. Oversees/participates in various management studies and surveys; collects, aggregates, and presents data; prepares statistical summaries, formulates position papers, and prepares briefings. Assists in analyzing and preparing budgets and other financial documents.

Develops and disseminates information about the organization both to the public and internal customers/clients. Uses a variety of methods and techniques in achieving communications goals such as position papers, news releases, administrative materials, pamphlets and other documents.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-12 position you must have served 52 weeks at the GS-11 level.

Specialized Experience (GS-11)

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Experience evaluating and transforming high-level administrative guidance into specific local guidance, outlining and soliciting organizational program submission and resource requirements; monitoring, collecting, managing, analyzing, and reporting performance, program data and activities to support the organization's operational performance goals and metrics. Experience in working with senior leadership to keep them apprised of high priority matters. Experience working with intra and inter-agency, federal/corporate committees, task forces, panels and work groups regarding various training issues and initiatives including data analysis on manpower studies, budget allocations, and reports related to professional acquisition training and career development programs and participating in various management studies and surveys by collecting and presenting data; preparing statistical summaries and position papers, and briefings.

Evaluate program needs to give feedback to senior leadership regarding what information should be made available to the public and assisting with the development and transmission of resources to the public using a variety of methods and techniques in achieving communications goals such as position papers, news releases, administrative materials, pamphlets and other documents. Experience in assisting with examining and preparing budgets and other financial documents.

  • OR- Ph.D. or equivalent doctoral degree
  • OR- Three (3) full years of progressively higher level graduate education leading to such a degree
  • OR- LL.M., if related.

Specialized Experience (GS-12)

Applicant must have ONE YEAR specialized experience equivalent to the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:

Extensive experience in: evaluating highest-level administrative guidance and transforming it into specific local guidance, issuing guidance, defining program submission, and soliciting the submission of program and resource requirements for the organization; monitoring, collecting, managing, analyzing, and reporting performance, program data and activities in support of the organization's accomplishment of operational performance goals and metrics and keeping senior leadership properly informed of the highest priority items. High level experience in intra-agency, inter-agency, and federal/corporate committees, task forces, panels and work groups which focus on a wide array of training issues and initiatives involving data analysis on manpower studies, budget allocations, and reports related to professional acquisition training and career development programs. Broad experience in overseeing or participating in various management studies and surveys by collecting, evaluating and presents data; preparing statistical summaries, formulates position papers, and prepares briefings and in analyzing and evaluating program needs to advise senior leadership on the information that should be made available to the public, as well as developing and transmitting information materials to a variety of publics to enhance understanding of the organizational programs by using a variety of methods and techniques in achieving communications goals such as position papers, news releases, administrative materials, pamphlets and other documents.

Comprehensive experience in assisting with analyzing and preparing budgets and other financial documents. There is no educational substitution.
