Summary

The King County Road Services Division, Engineering Section, is currently recruiting for a Full Time, Career Service Managing Engineer with a high level of communication and organizational skills to effectively manage 25 to 30 employees in the Construction, Geotechnical and Survey Unit. This position will oversee the work of three teams: Construction Management and Inspection, Survey and Geotechnical/Materials Lab. The work includes day-to-day management and administrative functions, staff development and management, technical review, and addressing project issues associated with King County's roadway network. A high level of expertise and experience in the design and construction of capital projects is expected.

Job Duties

Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Provide oversight and quality control for three engineering work groups in the Engineering Section: construction management and inspection, survey and geotechnical/materials lab.

  • Oversee and approve unit work plans, budget, technical and organizational issues and if needed, provide recommendations for improvement to the Section Manager

  • Provide interpretation of technical and professional standards, regulations, and contracts

  • Direct the development and implementation of policies and procedures.

  • Represent the section and division with staff, external clients, elected officials and the public.

  • Serve as signatory approval of construction contract payments, correspondence, change orders and acceptance of work products.

  • Direct the implementation of construction bid documents, contract negotiations, change orders and contract claims; interpret contract requirements and monitor compliance.

  • Prepare, analyze, and negotiate budget and programmatic proposals and long-term planning documents.

  • Manage and direct the work of assigned staff including annual evaluations, budget preparation, hiring, and tasks associated with running the unit.

  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Minimum qualifications:

  • Bachelor of Science Degree in Civil Engineering (BSCE) or closely related field and seven (7) years of progressively responsible experience supervising construction of road projects/programs OR an equivalent combination of education and experience

  • Minimum of seven (7) years of experience in managing and/or supervisory roles and duties.

  • Demonstrated knowledge and experience in reading and interpreting engineering plans, specifications, and cost estimates for implementation of traffic, bridge, drainage and road projects and programs.

  • Experience with construction project schedules including review, analysis and tracking of progress and resolution of conflicts.

  • Skill and experience in consultant and construction contract negotiation and administration

  • Skill in using Microsoft Office software such as Access, Excel, Word, Outlook, PowerPoint, and Project

  • Skill in responding to changing priorities, time constraints and deadlines.

  • Ability to effectively manage multiple projects/programs and priorities under close deadlines and changing priorities.

  • Ability to assess problems and develop innovative solutions within industry standards and skill in decision making and conflict resolution.

  • Ability and experience to interact, write and communicate clearly and effectively technical, policy and politically sensitive issues in a clear and effective manner with management, staff, and external clients, citizens.

  • Ability to effectively manage staff including hiring, conduct performance evaluations, including recommending disciplinary action and terminations.

  • Ability to make efficient decisions with strong conflict resolution skills.

  • Ability to research and interpret applicable codes, policies and regulations.

  • Predictable and reliable attendance.

DESIRED QUALIFICATIONS:

A current Washington state Professional Engineering (PE) license.

REQUIREMENTS:

  • Valid Washington State Driver's License or the ability to travel throughout King County to remote areas in a timely manner.

  • An offer of employment will be contingent on the success of a pre-employment physical examination.

WORKING CONDITIONS:

  • Work is performed in the office and field.

  • Ability to be on-call for emergencies, especially in the event of damages, earthquakes and countywide flooding situations.

  • Ability to work outdoor under unfavorable weather conditions.

  • Works outdoors, which may require climbing on bridges and walking on uneven, rocky or rough ground, or working in inclement weather.

  • Ability to efficiently work in traffic to field locate traffic control devices including signs, barriers, object markers, etc.

  • Work adjacent to or in the active traffic environment.

  • Specific vision abilities include close, distant, color.

  • Often required to stand and reach with arms and hands; physical activity including but not limited to lifting up to 50 lbs. at least waist height; carrying and moving objects.

  • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground.

  • Must be able to work a variety of work hours including attending evening meetings and working nights and/or weekends and holidays when required.

Supplemental Information

INTERVIEW SCHEDULE:

Those applicants who pass the initial screening will be invited to participate in a 45-minute 1st interview the week of 05/13/24.

If you are selected to move forward after the 1st interview, you will be invited for a 30-minute interview the week of 05/20/24.

WORK SCHEDULE:

The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

EMERGENCY DESIGNATION STATUS: This position has been designated (Mission-Critical) - Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT

This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
