This position will lead highly visible, complex and politically risky turnaround/improvement projects that are of strategic importance to the company. In this role, this position will oversee the development and execution of the agreed upon action plans and deliverables. This position will also oversee, design, support and lead any necessary communication and governance/oversight mechanisms required to ensure effective delivery of promised deliverables.

Essential Responsibilities:

This position will be viewed as the primary point person accountable for ensuring that necessary action plans and deliverables are completed in a timely, cost effective, operationally effective manner.

While this person may not be directly responsible for an operating area, this position will be expected to work through conferred authority from the sponsoring executive, as well as personal influence to ensure that agreed upon objectives are met.

This position will determine goals and priorities with sponsoring senior executives, as well as develop proposals outlining proposed project structure, approach and work plan. This position will oversee or be responsible for designing research plans for data gathering and analysis.

This position will also be responsible for interpreting analysis and will ensure the effective coordination, approval and implementation of appropriate action plans. Depending on the scope and magnitude of the issue, this position will be directly responsible for leading a group of consultants, project managers, and analysts focused on the delivery of services/products within the responsible technical unit.

This position will also provide direction to content experts of the responsible technical area. Provide leadership and expert consultation on the design, development, and implementation of programs related to the expertise area.

While providing overall strategic direction for complex projects may also assume the role as the manager of one or more technical units. Has ultimate responsibility for ensuring client satisfaction and through management staff will develop standards, procedures, policies, and timely and accurate reporting processes designed to meet the clients needs. On an ad-Hoc basis, this position will providing thought leadership to sponsoring executives regarding emerging strategic opportunities, as well as ongoing operational issues and challenges.

Secondary Functions:

This position leads the regional CCS program and the Medi-Cal Clinical Decision Unit and reports to the Executive Director of Medi-Cal Strategy and Operations.

The regional director represents and provides leadership and direction at a statewide level that is aligned with KP-s strategic and regional goals as they relate to CCS and pediatric Medi-Cal interests.

Responsibilities also include oversight of the regulatory requirements related to Community Based Adult Services (CBAS).

Basic Qualifications:


Minimum ten (10) years of experience in one of the technical areas required and project management.


Master's degree in business administration, economics, healthcare administration, public health, health policy and management or related discipline OR six (6) years of experience in a directly related field.

High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Demonstrated ability to determine the key business issues and develop appropriate action plans from multi-disciplinary perspectives.

Proven leadership skills in project management and consulting - especially on highly visible, politically sensitive issues.

Excellent skills in complex analytic problem solving, project management, change management, and group process.

Demonstrated ability to lead professionals and manage others through influence and collaboration.

Proficient in team building, conflict resolution, group interaction, project management, and cost effective and budget management.

Understanding of and experience in business process improvement and the tools and data requirements for supporting an effective business process improvement practice.

Demonstrated ability to conduct and interpret quantitative/qualitative analysis.

Proven leadership skills in project management and consulting.

Excellent skills in complex analytic problem solving, project management, change management, and group process.

Must exhibit efficiency, collaboration, candor, openness, and results orientation.

Proven ability to effectively manage in ambiguous situations with minimal direction.

Must demonstrate an understanding of health policy trends and any applicable regulations related to the responsible technical area.

Understanding of the operations of KP preferred.

Excellent verbal and written communications skills.

Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

Master-s degree in business administration, health care administration, or related field preferred.

RN highly preferred.
10+ years in program management of CCS or other highly regulated government program highly preferred.
