Purpose

Provide oversight, leadership, and direction for the Ports and Harbors market sector, including strategy, budgeting, staff, and deliverables. Responsible for maintaining current client relationships and market share growth of public and private sector clients to achieve financial success in Ports and Harbors market sector. Lead business development efforts.

Key Responsibilities

Leadership and Direction

  • Receive administrative supervision with assignments given only in terms of broad general objectives and limits.  Apply expert-level technical knowledge and experience to assignments.  Maintain quality control and quality assurance of work produced by staff.

  • Provide oversight, leadership, and direction for the Ports and Harbors market sector, including strategy, budgeting, staff, and deliverables.

  • Represent the firm as market sector leader at business events. Make presentations at professional events.

  • Lead relationship with current clients and develop new clients for Ports and Harbors market sector and other markets serviced by the firm.

  • Mentor and provide technical guidance to all project managers and engineers in Ports and Harbors market sector. Assist with recommendations for staff hiring, dismissal, promotion, and training, and participates in these processes as needed.

At the Operational and Company Level

  • Market the firm's Ports and Harbors capabilities to establish new clients and enhance relationships with existing clients.

  • Assist in developing processes and provide input on achieving company and office operational excellence while growing region and office.

  • Support and act as liaison to company leaders regarding strategic pursuits, teaming, and proposal preparation/review for public sector Ports and Harbors work.

Do the Work

  • Provide project leadership, oversight, and technical guidance to multidisciplinary teams working on waterfront and heavy industrial projects (i.e., local Ports Authority, other engineering consulting firms, contractors, or other groups as applicable).  This may include other state, county, and/or government agencies.

  • Establish annual business goals, strategies, and tactics. Ensure financial viability and achieve annual profit and growth objectives.

  • Mentor and guide project managers involved in waterfront and heavy industrial projects and assist with budget and fee preparations on contracts and addendums.

  • Organize and attend frequent client / prospective client meetings to maintain and develop relationships and market share while assuring client satisfaction. Understand the client's challenges and strategize on how to provide value and services. Coordinate and lead debriefing meetings internally, following client/owner meetings when not successful on project proposals.

  • Attend relevant professional society events to network with teaming partners and clients / prospective clients.

  • Manage, monitor, and perform QA/QC on contracts regularly, comparing work percentage complete to the fee percentage billed, and mentor project managers on necessary actions to keep project on track.

  • Promote efficiency and highest-level productivity to achieve maximum quality with profitability for all Ports and Harbors public sector projects across Bowman.

  • In cooperation with the other Regional Leaders, monitor quality-based, consistent performance standards for waterfront and heavy industrial engineering projects across all regional offices, especially on larger, complex public sector projects.

  • Provide QA/QC and/or project management as needed to achieve maximum billability and achieve financial goals.

  • Provide specialized technical and business development assistance to clients and staff within areas of knowledge and expertise, leading by example.

  • Lead business development efforts for business unit, serving as "client manager."

  • Grow market share and resume of major waterfront and heavy industrial projects with state, county, and local agencies annually on a geographic, revenues produced, profit made, revenue factor achieved, and staffing growth-based measurements.

  • Organize and attend frequent client/prospective client meetings to maintain and/or grow Bowman relationships and ports and harbors, waterfront, and heavy industrial engineering market share, assuring client satisfaction.

  • Working with Marketing, track and organize lists of project pursuits, assigning proposal manager and project manager leads for optimal success to win, well in advance of public advertisement. Provide QA/QC on proposals prior to submission.

Education, Work Experience, Licensure/Certifications, and Technical Requirements

  • Bachelor's degree in civil or structural engineering from an accredited four-year college or university required.

  • Master's degree in civil engineering with emphasis on structural and geotechnical engineering coursework preferred.

  • Fifteen or more (15+) years' industry experience required. Experience in waterfront heavy industrial, deep foundation, or bridge design is preferred.

  • Professional Engineer (PE) license required. Knowledge and application of municipal and other government agency requirements.

  • Knowledge of maritime industry.

  • Working knowledge of ASCE, AISC, ACI, AWS, and other relevant marine, port, and coastal construction and structural design codes, standards, regulations, and compliance practices required.

  • Strong understanding of computer applications and engineering design software such as STAAD Pro, Revit, AutoCAD, as well as Microsoft Office Suite (Word, PowerPoint, Excel, Outlook).

  • Valid state driver's license and ability to successfully complete motor vehicle records check OR a reliable form of transportation to/from office and/or project site preferred.

  • Successful completion of background check, safety training, non-DOT pre-employment and random post-employment drug screening.

Physical Demands and Working Environment

  • Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.

  • Mobility around an office environment.

  • Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Occasional outdoor work environment which may include being on watercraft, adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards.

  • Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).

  • Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business.

  • Occasional lifting or carrying up to 20 pounds.

  • Occasional pushing or pulling up to 20 pounds.

  • Occasional reaching outward or above shoulder.
