We are a growing consulting firm in need of a reliable and talented Managing Director (Leader, CDBG-DR and FEMA Individual Assistance). Your work as Managing Director will make a real difference as you support our Public-Sector practice with various tasks, including identifying, incubating and growing client account relationships. They will develop and execute account targeting plans, capture plans and development plans to meet agreed upon business development and account growth goals aligned with business and strategic plan goals. The candidate will develop and lead client service teams within the disaster recovery field. Your work will directly impact our ability to administer day-to-day activities of various disaster programs including multiple forms of HUD CDBG-DR programs and FEMA funded housing programs including but not limited to managing funding and reporting requirements tied to various program funds received from HUD, FEMA, and other public and or private entities. Your knowledge, skills, and background will be enabling us to successfully initiate and deliver projects, and rapidly respond to our clients' needs by having boots on the ground immediately after disaster strikes. Your relations ships with disaster assistance professionals at FEMA and or HUD will allow you work at a strategic level for our client's benefit.
The ideal candidate will have demonstrated experience supporting activities related to disaster housing recovery and CDBG-DR programs. This position will interact with all levels of management, field personnel, clients, government officials, and directly with disaster survivors. This role requires an executive presence, and strong verbal and written communication skills. We are looking for a self-motivated, responsible and confident individual with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively with minimal supervision. The candidate will perform the following essential functions:
Collaboration with executive leadership and clients to write, refine, and implement strategic plans, Action Plans (as required for use in the CDBG-DR program).
Liaising with elected officials, FEMA officials, HUD CPD, and HUD executive management
Providing leadership and direction to senior staff to ensure continued development and management of a professional and efficient organization;
Designing and operating the delivery of programs through new and existing offices and partnerships
Increasing efficiencies and consistency throughout the organization FTEs and by developing and implementing standardized programs and services
Overseeing the delivery of highquality services through the facilitation of crossdepartmental collaboration and strong, internal communications
Set financial priorities and oversee the financial status of a business line serving clients with CDBG-DR and FEMA housing consulting and delivery needs. Monitor P&L, staff utilization to perform within an organizational budget and ensure sound financial controls are in place

Preferred Skills and Abilities
The candidate should possess the following:
Knowledge of the rules and regulations of the HUD CDBG-DR recovery program and/or similar or related programs.
Knowledge of grant writing, case management and counseling principles and techniques.
Ability to understand, interpret, apply and explain federal and agency policies, regulations, and procedures.
Ability to establish working relationships with community agencies and service providers.
Ability to effectively develop and supervise multiple programs and their staff.
Ability to coordinate program activities with other departments within Witt O'Brien's as well as community agencies.
Ability to work successfully with socio-economic and ethnically diverse populations.
Ability to utilize public transportation such as airplanes and taxi cabs for occasional business travel.
Ability to apply considerable levels of concentration constantly throughout the day.
Ability to effectively perform with constant interruption and time pressures.
Ability to effectively communicate verbally, individually and in groups with internal contacts, property owners, and other organizations or officials as appropriate.
Ability to negotiate and resolve problems.
Ability to effectively write letters, reports, procedures, marketing material, maintain documentation and complete required forms.
Ability to read, write and speak English at the highest level consistent with professional standards of our company and clients.
Ability to manipulate necessary office equipment, computers and peripherals.
Ability to work nights, weekends or non-regular hours.
Ability to operate a motor vehicle
Education and Experience Requirements
The candidate must possess the following education and experience requirements:
8+ years professional experience in the Disaster Management consulting field with a focus on CDBG-DR and or Federal Disaster Housing programs
Subject Matter Expert (SME) relative to CDBG-DR rules and regulations
Demonstrated experience working with State, municipalities, utilities, and institutions in urban and suburban settings
Previous experience supporting grantees and/or sub grantees during standup and initial phases of CDBG-DR and specifically during CDBG-DR Housing Programs is highly preferred
Successful candidates must be self-directed and manage their own time effectively. Must be willing to work hours as necessary to meet business development and project implementation goals. Position will require overnight travel as necessary
Ability to plan as necessary to effectively and efficiently meet position objectives
Ability to plan for development and maintenance of each client account
Maintain account and company information in an organized manner
Effectively able to use Microsoft Office Suite (Outlook, Word, Excel and PowerPoint)
