The Department of Economic Security, Financial Services Administration, is seeking an experienced and highly motivated individual to join our team as Managing Analyst. The person in this position assists with the daily operations of a financial reporting team responsible for all forecasting, analysis, federal reporting, and fiscal monitoring of assigned programs, as well as project management.
Knowledge, Skills and Abilities:
Knowledge of governmental accounting and fiscal principles, budget, and State legislative processes.
Knowledge of principles and practices of business administration with special reference to organization, fiscal management, and budgetary control.
Conceptual understanding of the Department's federally approved cost allocation plan.
Knowledge of statistical analysis and theory.
Skill in oral and written communications of complex concepts.
Skill in statutory and rules interpretation, issues identification, and resolution.
Skill in initiating and reviewing expenditure corrections comprehension, journal vouchers, and cash receipts within the State and agency's automated systems.
Skill in comprehension, analysis, interpretation, and reconciliation of complex financial data, including forecasts and projections.
Skill in development of work plans, organization, and prioritization of multiple complex projects.
Ability to interact with a diverse audience on a professional level.
Ability to be an innovative and strategic thinker and perform complex analytic work.
Ability to schedule and prioritize multiple assignments.
Ability to develop annual budget requests for assigned area consistent with Department's mission, vision, and values.
Ability to organize and present information, facilitate and lead meetings with executive-level staff, and write and speak with clarity.
Licenses and Certifications:
Travel will be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
A Bachelor's Degree in Accounting, Finance, Economics, or Business Administration, or a Master's Degree in Business Administration, Public Administration or Economics. Five or more years of experience in areas, such as budget preparation, analysis and control, funding, and financial reporting.
Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees
