The Manager/Facilities Management is responsible for planning, organizing, developing, coordinating, and directing the overall building services operation for a regional portfolio, approximately 1.2M square feet of building space and 50 acres of undeveloped properties companywide, in accordance with policies and procedures, current federal, state and local standards, guidelines, and regulations that govern the facilities to assure they are maintained in a safe, secure, and comfortable manner.
Facilities services consists of three major functional areas: infrastructure operations & maintenance, groundskeeping, and janitorial.
POSITION DIMENSIONS
Directly reporting to this position are up to two exempt and up to eight non-exempt support staff personnel. This position is also responsible for overseeing contracted services such as janitorial and groundskeeping. The incumbent may be directly or indirectly responsible for a budget up to $25M.The Manager/Facilities Management reports to the Director/Supply Chain. The incumbent must be able to influence management at all levels across the Company and vendors. The incumbent frequently exchanges information with senior management, outside consultants, and government officials.
QUALIFICATIONS
There are clear precedents and practices which the incumbent uses as guidelines to determine how this job is performed. This position requires a bachelor's degree in engineering, construction management, architecture, or a related field and seven to ten years of relevant work experience or the equivalent experience sufficient to successfully perform the essential job responsibilities, including supervisory experience in motivating, training, appraising, and directing the efforts of professional and technical staff in a building services/maintenance related position.
This position must possess leadership ability and team-building skills to effectively supervise professional and non-professional staff and interact with all levels of management. Good human relations skills and strong communication skills required. Well-developed problem-solving skills and ability to develop conceptual alternatives. Must possess the ability to seek out new methods and principles and be willing to incorporate them into existing building services practices. Must plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, procedures, etc., of the facilities services organization. Computer literacy/experience required. Working knowledge in operations and maintenance of facility management services, refrigeration and air conditioning, generators, electrical systems, blueprint reading, security systems, and equipment maintenance is required. Must be knowledgeable in building codes and safety regulations.
ESSENTIAL JOB RESPONSIBILITIES
Manage facilities services staff including contracted services
Assist with preparing and planning the facilities services operating budget and capital budget, and forecasting needs for facility services, including facilities operation & maintenance, construction, groundskeeping, and janitorial
Participate in selection of and manage work of required contractors and maintenance firms
Review billings from contractors and maintenance firms for accuracy and authorize payments
Direct facilities services department staff in the fulfillment of project assignments, within budget, with quality, and on schedule
Provide technical, managerial, and administrative oversight for assigned special projects using project management methodologies, concepts, principles, and procedures
Consult with other managers in controlling costs associated with capital remodeling projects and building maintenance, for facilities
Provide consulting services to senior management and users on the maintenance and remodel of facilities. This includes providing cost analyses for all phases of maintenance, the management of projects, the purchase of capital equipment and furniture, and installations
Use expertise to evaluate and recommend new maintenance technology solutions; implement and coordinate approved recommendations
Ensure 24-hour coverage for boiler plants, HVAC systems, and other facility mechanical equipment as required
Ensure the performance, condition, and reliability of all plumbing, mechanical, and electrical equipment
Evaluate and approve the purchase of equipment, within limits of authority. Participate in negotiation of vendor contracts and agreements
Develop and evaluate the computerized facilities maintenance work-order system; Oversee the maintenance of records
Assure that outside services are properly completed/supervised in accordance with contracts/work orders
Conduct an annual assessment of facilities to identify needed improvements and repairs
Direct the development of portfolio-wide maintenance and remodel program
Develop, implement, and maintain written building services policies and procedures
Direct/Oversee the maintenance of facility electronic security systems
Review bids and building plans of all projects
Maintain active liaison with architects, engineers, contractors, and subcontractors
Represent the Company in ways that will enhance its image in the public and business sectors
Develop and maintain effective relationships with senior management, contractors and maintenance firms, regulators, and users
Keep abreast of changes within career field. Participate in and recommend continuing educational opportunities for personal growth and development for all facilities staff
Maintain liaison with inter-company departments and outside agencies as required
Perform related duties and responsibilities as assigned

SALARY DETAILS
$86,806 - $130,208
