The Authority is seeking a highly motivated Manager, Water Distribution.

The Manager, Water Distribution is responsible for planning, directing, and managing the operation, maintenance and repair of the water distribution system and associated programs. Directs and deploys branch personnel and resources required to maintain and enhance distribution system programs and respond to customer complaints and water emergencies.

ESSENTIAL FUNCTIONS:

  • Plans, directs and monitors on-going programs, projects and work activities associated with the water distribution system and infrastructure repair, replacement and maintenance programs.

  • Provides engineering and technical input and direction to planning, design, construction management of water system improvement projects and program administration.

  • Directs the distribution system infrastructure repair and maintenance program. Evaluates program objectives: develops operational plans; and identifies personnel and other resource requirements.

  • Directs a comprehensive main replacement and system rehabilitation program. Participates in engineering design development and implementation of plan and recommends changes for Authority technical standards and requirements.

  • Provides clarifications and interpretations to drawings and specifications, and recommends changes in design, specifications, and schedules to accommodate unforeseen conditions and policy changes.

  • Provides directions to contractors engaged in water system repair and maintenance work.

  • Develops inspection program plans and oversees the inspection of work done by the Branch.

  • Provides continued evaluation of the characteristics of major repair emergencies associated with main, service and valve replacements. Prioritizes and schedules emergency work to ensure timely and responsive services to customers.

  • Directs the workflow and service/ work order processes. Establishes the appropriate links with the investigation, maintenance & repair of water services programs required to effectively address water emergencies and customer requests.

  • Establishes and maintains effective work performance measures, operations and maintenance requirements, emergency responses and monitors work progress and reviews work plans and specifications for completeness and technical accuracy.

  • Manages and monitors the purchasing and issuance of parts, tools and equipment and ensures availability and accountability for usage.

  • Develop response plans to address workload requirements - reduction in work order backlogs and improvements in program efficiency.

  • Represents the Department on claims and other investigation and maintenance related issues at public hearings, civic meetings and before professional groups and government agencies.

  • Performs other related duties and projects as assigned at the discretion of the Director, Utility Services Water.

MINIMUM QUALIFICATIONS:

  • Bachelors Degree in Civil Engineering or related field from an accredited college or university; and nine (9) years of progressive experience in program management, inclusive of five (5) years experience as a program manager or supervisor; or equivalent combination of education and experience.

OTHER REQUIREMENTS:

  • Knowledge of concepts, principles, and practices of civil engineering.

  • Strong analytical, planning and organization skills.

  • Excellent human relations and communication skills.

  • Excellent leadership and management skills, including the effective delegation of authority.

  • Strong working knowledge of personal computers including applicable software programs (i.e. word processing spreadsheets, e-mail, etc.).

  • Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures.

Basic computer skills preferred. * Primary Duties and Responsibilities * Support and maintain accurate product needs, inventories and replenishes supplies located on the nursing units and other user areas based on par levels established. * Responsible for general maintenance of Par Locations including accurate and up to date labels, identify demand changes, and any activity essential to maintaining an accurate and clean area of supplies. * Recognize and communicate changes of supply needs and report recommendations to supervisor for investigation, adapt to such change, and support the need accordingly. * Processes all supply requests that are not automated via the Order Entry System for supplemental inventory needed to replenish an area in which they are assigned including open shelf par cart and supplemental Pxyis supplies based on unit needs. * Delivers medical equipment and supplies to and from usage areas as assigned. * Conducts physical inventory of their assigned areas on a routine basis established by their Supervisor to maintain accurate data within the Pxyis and open Par Carts. * Works with the Storeroom Staff when called upon on the needs of the Materials Management Department - including yearly inventory, waiting on customers and data entry associated with it when necessary, and general maintenance of the storeroom. * Maintains accurate daily paper and electronic records on all transactions within the Storeroom and Pxyis.
