Under the direct supervision of the Integrity Support Services Director, performs advanced (senior-level)
managerial work providing direction and guidance in strategic operations and planning. Plans, organizes,
implements, and directs the overall field operations of the Integrity Support Services programs. Provides
overall vision, leadership and strategic direction for Integrity Support Services programs and staff in the
region. Ensures the strategic vision and goals of the agency are met through proactive strategic leadership
and planning. Makes presentations, provides information to the HHSC, state and federal agencies, and other
organizations regarding Integrity Support Services programs and services. Directly supervises program
managers and numerous support staff. Manages Integrity Support Services programs to achieve program
goals and objectives for the region and agency. Ensures execution of the Executive Commissioner's goals
and compliance with regulations and Health and Human Services Commission (HHSC) standards.
Coordinates support services with the Director for Regional Administrative Services, including purchasing,
budget, records management, business services, etc. Works under minimal supervision, with extensive
latitude for the use of initiative and independent judgment.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs
other duties as assigned. Selects, manages, and develops staff through conferences, mentoring, training, and
performance appraisals. (10%) Prepares management reports, analyzes information to keep management
informed, and responds to issues. (10%) Maintains effective communication with clients, regional or state
office staff, community leaders, or public officials. (15%) Submits and negotiates funding requests and
monitors expenditures to conduct program operations within budget allocations. (10%) Develops, implements,
and monitors strategic plans for improving operations and resolving ongoing problems or issues. (10%)Provides overall vision, leadership and strategic direction for the region. (25%) Directs and assesses the
evaluation of Integrity Support Services and implements or recommends improvements. (20%) Must be able
to work overtime outside of normal hours of operation which may include weekend when called upon. Must be
able to work under constant pressure to meet required deadlines. Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations relevant to Office of Social Services (OSS) and
Access and Eligibility Services (AES) program areas. Knowledge of the principles and practices of public
administration and management. Skill in managing program activities. Ability to establish goals and

n/a Initial Selection Criteria:
Experience which indicates applicant understands state and federal laws and regulations relevant to eligibility
programs for health and human services required. Graduation from accredited four-year college or university
with a degree in Public Administration, Criminal Justice, Social Work, Psychology, Human Services, or
Business Management preferred. Experience which includes identification of problems, evaluation of
alternatives, and implementation of effective solutions required. Experience that demonstrates the ability to
lead a large and diverse team required. Successful experience and advanced knowledge in federal
government assistance programs specific to SNAP (food stamps), Medicaid, and Temporary Assistance for
Needy Families (TANF) required. Minimum of 5 years' experience in managing a SNAP, Medicaid, TANF,
and/or Medicaid for the elderly and disabled program at the supervisor level or higher. Experience in
managing eligibility programs at the Program Manager level or higher with business units in multiple locations
preferred. Extensive experience using software applications such as Excel, Outlook, Word, and other financial
applications to monitor, analyze, and track program performance required. Experience in managing personnel
and dealing with conflict resolution required. Experience in handling multiple assignments/projects with
competing deadlines required. Experience reviewing, analyzing, and investigating various activities or
operations, making recommendations, and preparing reports required. Experience developing and/or
evaluating policies and procedures required. Experience or training in project management required.
