KPMG is currently seeking a Manager to join our State and Local Tax (SALT) practice.

Responsibilities:

  • Provide excellent client service to multi-state companies with state and local tax (SALT) issues including compliance, advisory services, planning, technology, and controversies

  • Review information presented on state sales and use tax returns before, during, and after preparation

  • Assist multi-state companies with state and local tax controversies which includes preparing clients for discussions with auditors, representing the client at hearings and at appeal meetings, and preparing protests

  • Research and draft technical memoranda regarding SALT questions

  • Supervise, mentor, and develop staff members

  • Assist with the business development, management and delivery of SALT services, and provide assistance and oversight on large client project engagements

Qualifications:

  • A minimum of five years of experience performing tax research and providing technical advice on multi-state tax issues

  • Bachelor's degree from an accredited college/university

  • Licensed CPA, J.D., LL.M. MST (Master's in Taxation) or Certified Member of the Institute for Professionals in Taxation (CMI) designation; PMP, MCSD, or MCITP for non-CPA eligible candidates (Please note that any candidate hired by KPMG into this position that doesn't currently possess one of the aforementioned credentials/designations will be required to secure one within one year from the commencement of employment)

  • Ability to develop business and foster client relationships

  • Ability and desire to perform in a high-energy team environment

  • Excellent writing, communication, and tax research skills

Responsibilities JOB PURPOSE This position will be a subject matter expert on political and regulatory affairs in eastern U.S. states covered by PJM and other electricity markets, with a focus on renewable energy generation, energy storage, transmission and electricity capacity markets. The position will develop and execute political and regulatory advocacy initiatives with the supervision of the Sr. Manager. The role will provide ongoing analysis and information to Pattern's development and asset management staff for the identification of new market opportunities, response to new opportunities, and optimization of Pattern's project assets. The Manager will also assist with corporate outreach efforts related to key state and federal policies. They will work on policies including the advancement and protection of market-driving policies such as renewable or alternative energy portfolio standards and utility procurement policy, grid operations such as interconnection, integration and grid expansion, tax incentives, greenhouse gas emissions regulation, FERC related issues, and project permitting/siting. Policymaking arenas will primarily be state legislatures, state executive agencies, governors' offices, transmission operation authorities, and state public utility commissions. The position will also entail some direct support for federal activities such as U.S. Congressional outreach and policy monitoring and analysis as needed, and will support Pattern's representation on relevant trade associations. Key Accountabilities The key responsibilities will include as a minimum the following: * Advocate for Pattern in state legislatures, executive branches, public utility commissions, and other regulatory bodies. Advocate for Pattern with federal officials including members of Congress and their staff. * Work productively with other, non-government stakeholders including electric utilities, renewable energy companies, energy consumer groups, environmental groups, trade unions, business associations, and others. Create and execute advocacy strategies to advance public policy goals, and represent Pattern in various trade associations. * Support regulatory and policy updates and briefs from lobbyists and trade organizations, including representation of the company in external settings and reporting content back to policy and commercial team. * Research, analyse and report on legislative and regulatory issues in current markets, using both qualitative and quantitative techniques and frameworks. Keep well informed on key regulatory and legislative developments that affect wind, solar and energy storage development and operations, and apprise Pattern internal groups of such developments. * Support other projects for the External Affairs and Government Relations department, such as but not limited to - policy summaries, regulatory research, and support in crafting policies and strategies that defend and expand Pattern's business interests. Qualifications Experience/Qualifications/Education Required Educational Experience Minimum: bachelor's degree in a relevant field (public policy, social science, anthropology, etc) and/or commensurate work experience; advanced degree or commensurate experience preferred. Required Work Experience 3-5 years of related experience in utility scale electricity regulatory and legislative advocacy; previous work in renewable energy and/or policy is preferred, especially at the state and RTO level. Additional Requirements Professional background and understanding of public and regulatory policy; legislative processes, campaigns, and lobbying efforts; and other advocacy in the field of utility scale electricity markets. Preferred: strong understanding of the PJM market and FERC. Ideally candidate will have 3-5 years of industry experience, or commensurate education such as a master's degree. Preferred qualities: * Strong familiarity with key renewable energy policies and market issues affecting renewable energy project development in the short term and long term. Ability to foresee market needs before they materialize and then act accordingly is a strong plus. * Ability to prioritize efforts based on internal priorities and external developments, given the vast array of issues in play in the given geographic area. * Ability to write and orally present clearly, concisely, and compellingly to a diverse range of audiences, including rural communities, state government bodies, and corporate executives. * Comfort with providing both in-depth analysis and conclusions by deliberately synthesizing economic, commercial, political and legal information, as well as policy positions in fast-paced situations with little lead time and based on limited information. * Proficiency in Microsoft Word, Outlook, PowerPoint and Excel. * Personable nature with an ability to connect with individuals from diverse professional and social backgrounds. * Willingness to travel 40% of the time on average.
