POSITION TITLE: MANAGER: TRANSPORTATION SERVICES

JOB DESCRIPTION:

To manage the process for determining eligibility for and providing services to students requiring transportation to and from school and school-sponsored activities.

ESSENTIAL FUNCTIONS:

  • Monitors District Student Transportation Services policies for compliance with State and Federal statutes and/or minimum standards.

  • Advises bus contractors, district locations and monitors for compliance with State of New Mexico Standards for School Bus Operations, State Board of Education Regulations.

  • Conducts school bus transportation surveys to determine student eligibility, student exceptions, significant medical problems, and wheelchair requirements.

  • Determines the type of transportation required by each student such as regular bus, specially equipped bus, city bus, or mileage reimbursement to parent for transporting student.

  • Determines the assignment of school bus aides based on student needs.

  • Reviews special education locations and determine number of special education buses required at each location.

  • Plans, schedules and implements regular and specialized bus routes.

  • Monitors and audits existing and proposed routes.

  • Develops and supervises the implementation of annual inservice training program for bus drivers and school bus aides assigned to transport exceptional students.

  • Works with school bus contractors, drivers, aides, administrators, teachers and parents to resolve discipline and other problems related to safe transportation.

  • Supervise assigned location staff, drivers, and aides.

  • Responsible for developing and utilizing the strengths of the location's employees to ensure their delivery of exceptional service.

  • Assists immediate supervisor with the Annual Operating Budget, ensuring that it is in line with the Albuquerque Public School's long term qualitative and financial goals.

  • Follow up and resolve any customer or employee complaints.

  • Discipline and terminate personnel as necessary.

  • Positively impact employee morale through daily interaction, recognizing drivers as key service employees.

  • Ensure compliance with employment/labor laws, and affirmative action guidelines.

  • Deliver proposals, negotiate with potential customers.

  • Conduct site visitation with principals/secretaries, etc.

  • Attend PTO/PTA meetings and administrative meetings.

  • Assign and monitor special projects.

  • Administer appropriate employee discipline as necessary.

  • Monitor the fleet, recommending additional or replacement vehicles as needed.

  • Maintenance of personnel files.

  • Investigation of accidents.

  • Preparation of invoices, collection of receivables and the investigation of any billing discrepancies.

  • Documentation and resolution of complaints.

  • Reconciliation of all accounts.

  • Inspects bus systems such as lights, brakes, tires, directional signals, exhaust, systems and warning devices to detect excessive wear.

  • Working with Unions, implementation of contracts and biweekly meetings.

  • Supervises and evaluate work performances of assigned staff.

PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:

  • Effective communication skills, both verbal and written.

  • Flexibility, organization, decision-making and problem solving skills.

  • Interpersonal skills with diverse population in-person and on the telephone.

  • Knowledge of APS community, computer system, financial and legal requirements.

  • Strong working knowledge of MS Office Software (Outlook, Work, Excel, PowerPoint) working knowledge of payroll, GPS (Zonar), mapping (Versa Trans) and accounting software preferred.

  • Knowledge of the transportation industry with a focus on people transportation such as public transportation, charter bus or school bus preferable.

  • Working knowledge of legal issues of interviewing, hiring, performance evaluation, discipline and termination preferred.

  • Excellent consultation, advisory and influencing skills to provide advice and guidance on a broad range of issues

  • Demonstrated leadership skills and the ability to delegate necessary responsibilities involved in managing a large workforce operation

  • Experience conducting presentations & facilitating group meetings preferred.

  • Excellent verbal, written, presentation, and interpersonal skills.

  • Experience in a service related business with direct customer contact and resolution of complaints.

  • Strong customer service skills.

  • Knowledge of special education transportation needs.

  • Knowledge of Federal and State rules, regulations, statutes and policies related to student and/or public transportation.

  • Knowledge of basic mechanical associated with vehicle operation and maintenance.

  • Ability to plan and coordinate various bus routes and schedules.

  • Ability to operate a two-way radio and special tools for bus inspections such as a brake micrometer and mileage meter.

REQUIREMENTS:

  • Bachelor's Degree plus six years relatable experience. Experience with student and/or public transportation involving scheduling, routing, safe and proper vehicle operation or related experience preferred.

  • 14 years relateable managerial experience will be considered in lieu of degree.

  • Six or more years of management experience with demonstrated ability to coach and improve performance.

  • Satisfactory completion of pre-employment physical examination.

  • Valid New Mexico Driver's license with insurable driving record.

  • Have CDL with P&S endorsements preferred or obtain within 3 months of hire.

  • Bilingual preferred.
