Position Summary

Position is responsible for managing the Revenue Recovery Units including but not limited to Garnishments, Indiana Association of Counties and Indiana Department of Revenue Intercept TREC's program, Demand, Judgments, and Collections.

Position Responsibilities

Administers the collection of delinquent debt owed to the Marion County Treasurer on behalf of all units of government.

Supervises two Delinquent Account Coordinators within the Revenue Recovery Unit.

Troubleshoots issues with the database program as well as the online payment system.

Assists with the inputting of new debt and special assessments certified by units for collections.

Review, Analyze and Report Collections for settlement and distribution of special assessments in June and December.

Establishes procedures for collection activity.

Promotes the Revenue Recovery Unit and creates new recovery opportunities.

Monitors payment processing and the collection vendor.

Updates the tracking information for the Revenue Recovery performance data.

During Tax Collections creates and applying batch payment files for large volume companies.

Communicates with Assessor's Office to maintain mobile home and personal property records.

Interacts with Mobile Home Parks on Collections.

Qualifications

Associates degree or higher in Business, Management, or Computer Information Services along with a minimum of two (2) years of experience in government is required. Incumbent should have knowledge of Microsoft Office Suite of products, particularly Microsoft Excel, AHDOC, and PVD. Ability to research and comprehend municipal ordinance is essential.

Independent Judgment

Position requires the knowledge of established policies and procedures, which controls most of the incumbent(s) actions but limited independent judgment is utilized.

VIEW JOBS 4/17/2021 12:00:00 AM 2021-07-16T00:00 Position Summary Position is responsible for leading, facilitating, and managing both large-scale commercial/industrial economic redevelopment projects and neighborhood-based community development projects for the City of Indianapolis. Projects may include the redevelopment of city-owned properties, commercial / industrial sites or corridors, and catalytic neighborhood projects. Many projects may require City support, working directly with Community Development Corporations and developers by providing assistance with their economic development projects, and negotiating and drafting project agreements and contracts for those projects. Position Responsibilities Leads and manages large-scale, catalytic economic development projects, as well as neighborhood-based community development projects that represent million dollar public and private investments in Indianapolis. Initiates, plans, oversees, executes, and closes out significant development projects from start to finish. Negotiates, drafts, and manages contracts and project agreements related to neighborhood enhancement and economic development projects as assigned. Issues and manages Requests for Proposals (RFPs), Requests for Qualifications (RFQ), and Requests for Information (RFI) for city-owned properties or projects for the purpose of redevelopment. Works with community groups, stakeholders, economic development professionals, and developers to provide communication to those groups to insure that the public is heard in regard to certain projects. Manages and facilitates the progress and results of multiple projects of average-to high complexity by assuring compliance with the city's goals, scope of work, budget, schedule and quality expectations. Works closely with other City departments including key personnel and leadership in the Mayor's Office (e.g. Deputy Mayors), Department Directors and Administrators, as well as leaders of partner organizations to ensure all plans for neighborhood enhancement and economic development are coordinated appropriately across the City-wide enterprise and with external stakeholders. Qualifications Bachelor's Degree in Real Estate, Project Management, Business Management, Political Science, or Public Affairs preferred or related field from an accredited college or university, with a minimum of three (3) years of direct work experience in community development, economic development, urban planning, or government affairs. Master's Degree preferred. An equivalent combination of education and experience may be substituted. Experience with real estate, economic development, and/or project management required. Strong grasp of and the ability to articulate principles of project and site management, municipal government, and comprehensive community development and to work collaboratively with neighborhood organizations, Community Development Corporations, and private developers is essential. Excellent speaking, writing, and listening skills are crucial. Knowledge of city government's inner-workings and the region's development and nonprofit community, or the ability to acquire such knowledge quickly, is a must for this position. Must establish and maintain effective working relationships with a full range of elected and appointed officials, City colleagues, community leaders, private contractors, business owners, and nonprofit boards and directors. Ability to manage several high profile projects simultaneously is required. Must be able to attend meetings or perform work outside of the office. Computer literacy is required. Independent Judgment Position requires the knowledge of established policies and procedures, and the ability to challenge those procedures where appropriate.
