Manager, Talent Acquisition and Development


Provide leadership and drive the overall talent strategy for the PCC Structurals Division. This will include, but not limited to support in attracting, hiring and driving development programs for all domestic facilities within the Division. This is a very hands on role that will serve as a partner and internal consultant to HR and business unit leaders to drive talent acquisition and development strategies, tools and processes that meet the current and future business needs of the organization.


Talent Acquisition

  • Using strategic workforce planning tools, develop, deploy, and manage the policies, processes and systems to support the talent acquisition needs of the organization.

  • Drive proactive recruitment strategies and perform full life-cycle recruiting for a broad range of management, professional and hard-to-fill positions.

  • Manage recruitment resources including internal and external partners and provide direct sourcing activity within budget guidelines.

  • Under limited direction, apply current and emerging process/technologies to identify and source top quality passive candidates (sourcing examples include, social and business networking sites, actively networking, conducting local-recruiting marketing campaigns, Employee Referral programs, Internships, Co-op programs, utilizing employment agencies, and other programs as necessary.

  • Screen and interview candidates and recommend qualified candidates to hiring supervisor or manager, assists with the development of the salary offer and manages all candidate correspondence

  • Develops recruitment goals with managers based on hiring needs, transfers, promotions, affirmative action goals, salary requirements, and other employment issues, and maintains all supporting records and data, including applicant flow statistics for EEOC reporting.

  • Provides accurate and timely reports to management, finance, and auditors concerning cost per hire, turnover, advertising costs, agency costs, or other related measurements or statistics.

  • Provide analysis of demographic trends, key employee development, succession planning and other key strategic workforce issues.

  • Serve as the care-taker of all hiring policies, processes and practices to ensure the organization remains compliant with internal policies as well as state and federal regulations.

  • Performs other duties as assigned.

Talent Development

  • Provide support and guidance to Division HR Leaders on succession planning tools and processes to support the company's Human Capital Planning programs.

  • Develop standard approach to Individual Development Plans for High Potentials, Technical Talent and those in formal development programs. Ensure plans are actively managed to support individual employee development.

  • Manage college and high school internship programs and corporate development programs within the Division.

  • Actively work to identify opportunities to develop tools and processes to support division wide talent development programs.


  • Bachelor's degree required, advance degree preferred. Education is important, but hands on experience and proven success in talent acquisition and talent development is critical.

  • Eight years' experience in talent acquisition and five years in talent development.

  • Proven problem solving and analytical skills with the ability to make decisions in a fast paced environment. Demonstrated ability to challenge the status quo and develop solutions that address the problems associated with "this is the way we've always done it."

  • Ability to adhere to high standards of ethical conduct while developing creative solutions.

  • Manufacturing experience preferred.

  • Collaborative, team oriented work style.

  • Most important, proven success in supporting geographically dispersed locations, each with its own culture, processes and unique needs.

  • Proven ability to develop a Talent Development/Recruiting strategy with marked success
