POSITION SUMMARY

Plans, supervises and coordinates the activities of assigned Supply Chain Operations facilities or areas to ensure productivity and service levels meet departmental goals and objectives. Manages day-to-day administrative operations, coordinates the research, reporting and audit of data for management, executes opportunities designed to streamline costs and manpower, and drives initiatives designed to improve the overall efficiency of Supply Chain Operations.

PRIMARY RESPONSIBILITIES

  • Supervises and directs day-to-day office functions related to data analysis, financial and operational performance, absenteeism, payroll and manpower.

  • Assigns and reviews the work of departmental staff.

  • Oversees staff in the preparation of various routine administrative budgetary and personnel reports for use in making efficient manpower and staffing decisions.

  • Develops processes to improve work flow and procedures.

  • Acts as liaison with various departments and internal management on personnel administration, absenteeism, payroll processes, accounts payable, performance management and budget.

  • Assists in the reconciliation of inventory issues related to material availability, discrepancies, and delinquent vendor deliveries.

  • Coordinates the delivery and transfer of parts from central warehouse and stockrooms.

  • Confers with Authority personnel in determining material needs.

  • Expedites priority supply orders.

  • Manages the receipt, issuance and handling of material.

  • Analyzes material needs, warehouse and stockroom operations costs and assists in developing, and maintaining the warehouse and stockroom operational budget.

  • Oversees the distribution of materials from the Central Warehouse, stockrooms, and storerooms to manufacturing, reclamation, rebuilding, and repair locations.

  • Monitors processes and procedures related to warehouse operations and makes changes to ensure efficiency and performance goals are achieved.

  • Monitors Supply Chain warehouse and stockroom facilities ensuring adherence to the Authority's safety and service requirements.

  • Conducts inspections regularly to determine the condition of facilities and equipment, evaluates work methods and efficiency levels, and ensures strict compliance with established safety rules and OSHA safety standards.

  • Assists in the development of renewal/replacement and preventative maintenance programs to ensure that assigned work areas and equipment are maintained in good working order.

  • Develops, implements, and monitors programs to maintain compliance with Authority's service levels.

  • Supervises staff.

  • Establishes work methods and procedures.

  • Prioritizes and assigns staff work.

  • Hires, trains and evaluates staff performance. Evaluates monitors and audits the performance of staff for compliance with various Authority programs, policies and safety procedures.

  • Reviews and approves Payrolls, Scheduling and other personnel related actions for both Exempt and Non-Exempt employees

  • Prepares and conducts Union Job, Vacation and Holiday picks.

  • Oversees Training and Certifications for all Supply Chain employees.

  • Conducts investigations and interviews for corrective action and prepares and responds to grievances and recommendations for discharge reports. Maintains personnel records.

  • Performs related duties as assigned.

CHALLENGES

  • Coordination and management of multiple projects with balancing competing priorities and deadlines.

  • Increasing worker productivity by closely monitoring daily activity reports and production demands.

  • Keeping abreast of new technologies and developments regarding enhancement of hardware and software support of any phase of warehousing operations.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's degree in Business/Administration or a related degree plus two (2) years of experience in Supply Chain, Inventory and/or Purchasing, plus two (2) years of experience in administrative management, operational business management, or an equivalent combination of education and experience.

  • Must possess a valid State of Illinois Driver's License (DL).

PHYSICAL REQUIREMENTS

  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.

  • Must be able to physically inspect warehouse facilities.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of mechanical picking equipment, forklift operations, and vertical and moveable storage units.

  • Working knowledge in the use of computers and computerized systems, including, word processing, spreadsheet, database software and the Oracle Software system.

  • Working knowledge of the provisions of OSHA in regard to Warehouse Operations.

  • Working knowledge of bar coding and scan technology.

  • General knowledge in the use of computerized inventory management systems, including Oracle.

  • General knowledge of Federal, State, and Regional procurement regulations and guidelines.

  • Working knowledge of Union Contracts and Agreements.

  • Strong verbal and written communication skills to effectively communicate with a variety of audiences.

  • Strong analytical and problem solving skills.

  • Strong understanding of supply chain and inventory management.

  • Ability to manage multiple projects and operate in a fast paced unstructured environment with little supervision.

  • Ability to work cross-functionally in a team environment

  • Ability to lead, train and develop warehouse associates on the proper processes needed to maintain an accurate inventory and a productive operation.

WORKING CONDITIONS

  • General work environment.

  • Subject to normal warehouse conditions, including exposure to yard and shop conditions, noise, dust, and moving equipment.

  • Requires traveling to CTA field locations.

  • May be required to work various hours and days off on occasion.
