Responsible concurrently for the management of the university's health/safety risk functions (~2/3 of time) and facilities information (~1/3 of time). Develops, manages, and implements university safety procedures to ensure compliance with state fire and life safety codes, federal and state regulations on occupational safety, and EPA regulations. Provides responsible professional, administrative, and technical work in the management of facilities information to include drawings and specifications and the development of a database for space management. Reports to the Associate Vice President for Facilities Services.

Examples

Assists university departments to develop, manage, and implement plans/procedures to comply with federal and state mandates related to employee or student safety. Responsible for Facilities Services employees' safety training and safety equipment purchases, inventory, policies, and inspections; coordinates all required safety inspections by state agencies and contracted services; assists in the development and maintenance of the business continuity plan.

Responsible for monthly fire extinguisher and emergency light inspections. Manages technical support for fire alarms and fire sprinklers systems. Develops and maintains physical plant information on university facilities to include: project archives, floor plans, schematics, utility system maps, campus base maps, and other facilities information.

Provides technical and administrative support in campus planning and construction projects. Maintains perpetually accurate facilities' inventory and submits reports to The Texas Higher Education Coordinating Board (THECB). Interfaces with university departments to determine the most efficient utilization of campus space. Participates as a member of the facility audit peer review team and THECB working groups.

Manages changes in campus building or room signage. Assists in processing Worker's Compensation claims when Facilities Services Business Manager is not available. Assists with front office coverage as needed. Performs other duties as assigned.

Physical Condition

Moderate physical activity required with occasional lifting of objects weighing more than twenty pounds and be able to climb ladders. Must be able to work at a computer desk for extended periods. Must be able to crawl, stoop, and stand for extended periods of time

Experience

Five or more years of professional experience in: commercial safety practices/procedures; document control of technical drawings and specifications (drafting techniques, AutoCAD usage, Access database management); customer service in a technical field, development of presentations, campus facilities planning, or similar experience. Work in fire service, or other related emergency response units desirable.

Knowledge

Working knowledge of risk management and environmental health and occupational safety concepts, principles, and practices. Knowledge of emergency management and business continuity concepts, NFPA 101 Life Safety Code familiarity, state fire codes, state/federal regulations for occupational health/fire/life safety, and Texas Accessibility Standards is necessary.

Knowledge of computer database management and skill in use of PC based computer programs. Excellent organizational skills. Knowledge of mechanical trades, the ability to read blueprints, and planning/budgeting.

Must be proficient in the use of Microsoft Office products, including: Word, Excel, Access, Power Point, Outlook, and Explorer. Familiarity with or willing to learn AutoCAD software. Certification in risk management and individual NIMS (National Incident Management System) compliant is preferred.

Education

Bachelor's degree in environmental science, industrial hygiene, risk management or related field preferred. Professional level experience in drafting, architectural, engineering, computer science or related field a plus. High school graduation with heavy experience in the specific job areas noted above is acceptable.

Additional Requirements

Must be accessible and able to respond appropriately, in person or otherwise, to urgent or emergency situations that arise on weekends and in evenings. Requires excellent written and oral communication skills, strong leadership skills, interpersonal skills, and consensus building skills.

Employment physical exam required. A valid Texas driver's license is required. Must be available some nights and weekends. Must periodically serve on a standby or on-call basis.

Serves as a member of the University's Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
