ROLE OVERVIEW

The Division of Talent and Labor Relations seeks to build a strong community of mission-aligned talent dedicated to providing a world-class education to Camden students. The Manager, Recruitment & Staffing, will lead Camden City School District's Division of Talent and Labor Relations recruitment, supporting the goal to attract and retain high-quality talent. The Manager will develop and implement recruitment & staffing strategies that build and improve upon existing processes, in concert with identifying and executing best practices in recruitment, talent management and work to support hiring managers throughout the district in selecting the best possible talent for CCSD students.

MINIMUM REQUIREMENTS

  • Bachelor's Degree from an accredited college or university is required

  • Minimum of 2 years of full cycle recruiting experience preferably in high demand position

  • Fluency in Microsoft and Google programs including, Microsoft Word, Access and PowerPoint; Google Docs, Sheets, Slides

  • Working knowledge of local, state and federal, employment laws

  • A valid driver's license as well as current insurance and vehicle with valid registration

  • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status

  • Other duties as assigned.

PREFERRED SKILLS

  • Hands on experience with recruiting via Applicant Tracking Systems with a clear understanding of ATS functionality, as well as Human Resource Information systems (HRIS)

ROLE & RESPONSIBILITIES

Major responsibilities of the role include, but are not limited to:

Recruitment and Staffing of Paraprofessionals

  • Design recruitment strategy to increase pipeline of highly-qualified paraprofessionals

  • Manage and execute on hiring process for paraprofessionals

  • Monitor vacancies and develop retention strategies for paraprofessionals

  • Track and manage paraprofessional compliance with Title I requirements

  • Facilitate paraprofessional placements throughout the year

  • Update hiring managers on paraprofessional vacancies and pipeline movements

  • Monitor recruitment metrics and communicate status to quantify time to fill, interview to placement and attrition ratios to manage talent partner expectations.

  • Performs other duties as assigned by the Supervisor or Supervisor's designee

Part-time and Temporary Employee Support

  • Review and process requests for part-time employees and temporary employees

  • Update roster to ensure all part-time employees and temporary employees are properly accounted for in the District

  • Manage vendor relations for temporary employee support, including contract management

  • Collect part-time services agreements for all part-time employees

Substitute and Vendor Management

  • Develop and execute strategies that ensure there are sufficient number of substitutes to cover daily and long-term teacher absences

  • Draft and distribute District policies and procedures for ordering and managing substitute coverage

  • Monitor and report on substitute fill-rates based on school, substitute type and absence type

  • Serve as point of contact t for internal and external stakeholders regarding daily substitute needs (Substitutes Vendor, School Leader)

  • Develop tools and protocols to ensure that school leaders are properly prepared to support and welcome substitutes

  • Coordinate with school leaders or designee to ensure faculty provides appropriate substitute teachers with in class instructions daily (Lesson Plans, Classroom Materials);

  • Assist with all functions related substitutes teachers, first day of school activities and protocol

  • Monitor daily substitute absence report analyzing trends, irregularities and timely request (personal, sick, professional day)

  • Request substitute coverage for vacancies; Cancel cover for vacancies filled

  • Managing assigned vendor invoices to include weekly bill reconciliation and funding status ensuring on-time payments to vendor;

ROLE OVERVIEW The Senior Director, Recruitment and Staffing ("Senior Director") will lead Camden City School District's recruitment and staffing team, ensuring that the district is attracting and retaining high-quality talent. The Senior Director will hold a critical senior leadership position in the district and will work closely with the Chief Talent Officer to set the talent vision and strategy for Camden City School District. S/he will implement a transformational talent strategy for the district that builds and improves upon existing processes and systems. The Senior Director will be responsible for identifying and executing best practices in talent management as well as serving as in-house expert and counselor on all talent-related issues. MINIMUM REQUIREMENTS * Bachelor's degree from an accredited college or university * At least 3 years of experience in the field of teacher recruitment and hiring * At least 8 years of professional work experience in the fields of education, human resources, staffing or a related field * At least 3 years of management experience * A valid driver's license as well as current insurance and vehicle with valid registration * Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status PREFERRED * Human capital work experience within a school district, charter school network, or education non-profit organization, preferred * Track record of executing data-driven campaigns that led to strong qualitative and quantitative outcomes * Track record of managing projects and initiatives that achieved or exceeded ambitious goals * Maintains a high degree of confidentiality and professionalism at all times in handling sensitive information, data and issues ROLE & RESPONSIBILITIES Major responsibilities of the role include, but are not limited to: Team Management * Manages the six-person recruitment & staffing team (RST) to achieve ambitious goals through individualized coaching, goal setting and performance measurement * Oversees the day to day operations of the RST and uses standard accountability measures to encourage consistent execution of daily tasks * Identifies quantitative metrics to measure team performance and uses said metrics to monitors and report on performance * Cultivates a culture of accountability, teamwork, high-performance and urgency within RST and across the organization * Generates data-based strategic solutions in the areas of recruitment, onboarding, retention and compliance * Develops best practices for internal and external staffing issues and manages team to implement them * Set clear team goals based on the departmental vision of the Chief Talent Officer Recruitment, Hiring, Onboarding and Retention * Oversees the recruitment of all staff for the district (including central office and school-based roles) by implementing creative, cost-effective strategies for attracting and selecting diverse, high-quality talent * Ensures the RST adopts best practices for modern teacher recruitment and onboarding * Serves as key strategic leader for teacher and paraprofessional recruitment by generating transformative strategies to build pipelines and expedite hiring * Sets and monitors annual and quarterly targets for District recruitment * Monitors recruitment budget and ensures recruitment-related purchases are made in accordance with internal controls * Oversees rigorous, selective hiring processes to ensure that all managers are equipped with the necessary resources to lead efficient, effective selection processes to hire high-performing staff * Designs an efficient, informative, and comprehensive on-boarding process that fully introduces and integrates new staff members into the culture at CCSD and ensures they have the resources they need to get off to a strong start * Develop strategies to retain high-performing staff, with a focus on instructional staff * Develop and implement tools that track attrition, including but not limited to exit surveys Compliance, Procedure and Systems Management * Creates and maintains standard operational procedures for recruitment and hiring process * Designs and oversees the implementation of quality checks to ensure data inputted into staffing tools is accurate * Ensures compliance with teacher certification rules, Title I and any District policies applicable to work portfolio Personnel Services * Oversees the management of key internal personnel services including, but not limited
