The Public Safety Manager directly supervises and manages monitors the daily activities of the Constables, Controllers, Shift Leads, and Security Officers for all campuses while based primarily at the Milford Campus. During activation of the Emergency Operations Center, the Security Manager assumes duties as the senior Security representative and initial Incident Commander until relieved by the Senior Manager, Director or Administrator On Call. This position also assists the Senior Manager and Director in the management of the Safety and Security Department, as assigned.

Associate's Degree in Law Enforcement related studies

Bachelor's Degree in Law Enforcement related studies.

Experience:
4 years law enforcement experience or 8 years security experience, and 1 year progressive supervisory/management experience.
8 years security experience, and 2 years progressive supervisory/management experience.

Computer/Software Knowledge:

Basic computer literacy

Knowledge of Delaware Criminal Justice Information System (DELJIS) Experience with Microsoft Word, Excel, Lotus Notes.

NLETs, RISS-ATIX Lenel Onguard, and Pelco

Licensure/Certification

HAZWOPER, Current Delaware Driver's License; must be at least 21 years of age, with no more than 3 moving violations or accidents in the past 3 years due to insurance carrier requirements; and less than 6 points.

CPR and AED (Automated External Defibrillator) certification within 12 months of employment

Complete the (IAHSS) International Association Healthcare Security & Safety Basic course, Advanced and Supervisory examination within 12 months of assuming position.

CPR; AED certification

Successful completion of Minnesota Multiphasic Personality Inventory (MMPI) or Personality Assessment Inventory (PAI)

Completion of Defensive Driving course

Member of Constable Commission

IAHSS CHPA Certification

ASIS CPP Certification

Special Knowledge, Skills, and/or Abilities

  • Must be proficient in reading, writing, and speaking English.

  • Must not have been convicted of any felony or crime involving moral turpitude (conduct that is considered contrary to community standards of justice, honesty or good morals).

  • Knowledge of principles and practices of safety and security management, security preventive practices, investigatory practices, and related legal responsibilities.

  • Knowledge of the Joint Commission standards and elements of performance related to hospital safety and security including but not limited to: Emergency Management, Life Safety, Environment of Care, and Sentinel Events.

  • Knowledge of ANSI standards.

  • Working knowledge of OSHA regulations

  • Knowledge of NFPA standards and regulations.

  • Knowledge of State and Federal regulations and standards related to safe work environment.

  • Inter-personal communication skills, verbally and in writing, with a diverse range of people, including the proper handling of emotional situations and needs. Maintain writing skills required for writing, editing and revising department policies and procedures.

  • Skill in effectively using time and resources to accomplish security program operations.

  • Skill in analyzing and independently solving a variety of difficult situations and problems.

  • Exhibits analytical skills in understanding operational processes.

  • Exhibits and maintains a high degree of credibility, integrity, confidentiality and trust.

  • Ability to assess operational program, staffing and fiscal needs. Ability to identify and resolve administrative problems.
