Thomson Reuters provides intelligent information and solutions for law firms of all sizes, corporations, government agencies, tax and accounting firms, and academic institutions. The Procurement and Proposal Management (PPM) team is an integrated shared service organization dedicated to coordinating proposal responses to formal government, corporate, and law firm solicitations (e.g., RFPs, RFIs) for the U.S. market, as well as responding to customer inquiries such as forms, certifications, and disclosures. Our work environment is collaborative, flexible, fast-paced, and deadline driven. We are currently seeking a Manager, Proposal Resources to join our PPM team.

The Manager, Proposal Resources works in a leadership position alongside the Director of Procurement and Proposal Management and the Manager, Knowledge Resources to lead and guide the PPM team to ensure our proposal response practices comply with RFX requirements, protect procurement integrity, and mitigate risk for Thomson Reuters.

The Manager, Proposal Resources will take ownership of the team and do what is necessary to see that team succeed day after day.

About the Role

In this opportunity as Manager, Proposal Resources, you will:

  • Coach Proposal Managers/Specialists on how to approach new/challenging RFX requirements and how to work effectively with different partner teams.

  • Mentor Proposal Managers/Specialists to help them successfully navigate the variety of RFX projects assigned to them.

  • Cross-train Proposal Managers/Specialists so they are confident when tackling unfamiliar work or when working with new teams.

  • Leverage your understanding of formal solicitations and other procurement vehicles from government entities (federal/state/local), corporations, and law firms to perform an initial evaluation of RFX opportunities to understand complexity and deadlines to assist with project assignment.

  • Manage the team's workflow of RFX project assignments to ensure assignments are made to the appropriate team members to not only result in successful completion of the project, but to also ensure that Proposal Managers/Specialists continue to grow in their roles.

  • Support the Proposal Managers/Specialists with specific project-related questions/issues as needed. Participate in strategy calls for complex and strategic RFX responses and provide procurement guidance/advice to help in determining the response plan.

  • Review team member proposal documents for comprehensiveness, accuracy, and responsiveness to evaluation factors so that our proposals give us the best possible chance of securing the business.

  • Reinforce all post-submission activities, including customer follow-up, updating/extending our Qvidian repository, and archiving completed projects with all related project documents (e.g., RFX documents, proposal response documents, award notifications, contract documents).

  • Provide support to the Director in areas of strategic direction and responses to requests for additional RFX support across Thomson Reuters. Help maintain a unified/consistent approach to RFX support practices so we can continue to the meet the needs of the customers we support today, while potentially helping additional customers/segments tomorrow.

  • When applicable, strategize with the Director and Manager, Knowledge Resources on onboarding/implementation plans for new product lines, including resource optimization and timelines.

  • When necessary, onboard/train new team members on our organization, products supported, and best practices to help them quickly become effective contributors to team/workload.

  • Participate in regular review/strategy sessions with the Director and Manager of Knowledge Resources focused on PPM team goals and priorities to help ensure the team is dedicating time/energy to our "blue chips."

Other Responsibilities

  • Guide the team in developing/enhancing/maintaining team best practices and product guidebooks to help ensure a consistent understanding of team processes and procedures. These tools help the team to effectively manage the ever-increasing volume of workflow.

  • When necessary, provide guidance to internal business partners in RFX best practices and strategies.

  • Evaluate proposal success rates to identify potential areas for process improvements to help ensure our proposals evolve and improve over time.

  • Lead and/or assist with miscellaneous projects as needed, including the development of additional proposal resources (e.g., templates) to improve efficiency and consistency.

This position requires a combination of proven people leadership skills, project management skills, extensive professional writing experience, and a thorough understanding of Thomson Reuters products. You're a fit for the role of Manager, Proposal Resources if your background includes:

Need to Haves

  • Because of direct interaction with US Government customers, this position is required to reside in the United States.

  • Bachelor's degree, preferably with emphasis on writing and in the fields of journalism, corporate communications, or marketing or technical communications.

  • Minimum of five years of in-depth proposal experience, especially in response to formal solicitations for government customers.

  • Previous experience successfully managing a team.

  • Excellent organizational, interpersonal, written, and verbal communication skills.

  • Strong editing skills and attention to detail.

  • Proven project management skills, including ability to identify, separate, and delegate tasks and prioritize them in relation to the overall proposal production activity and deadlines.

  • High level of integrity and professionalism.

  • Ability to work under pressure to manage multiple priorities, often with competing and tight deadlines.

  • Demonstrated soft skills, including the ability to effectively interact, communicate, and work well as a team member with internal and external partners at all levels of the organization. Ability to build rapport and trust with internal stakeholders and customers.

Nice to Haves

  • Three or more years of management experience related to proposal management.

  • Membership and certification in a professional proposal organization such as Association of Proposal Management Professionals (APMP).

  • Experience with proposal creation software (e.g., Qvidian).
