Northrop Grumman Corporation Aerospace Systems is seeking a Manager 2 of Independent Cost Evaluation.
This position reports to the Aerospace Sector Manager of Independent Cost Evaluation & Risk Assessment. The preference is that position resides in Redondo Beach CA but other locations can be considered depending on qualifications of the candidate. The selected candidate is responsible for supporting and leading, as assigned, independent cost & risk evaluation reviews. This individual will also be responsible for leading various independent cost and business management evaluation reviews called for by the Sector Leadership. These efforts will be in support of Aerospace Systems and all strategic business units in the sector.
The successful candidate will lead and support teams of experts in evaluating Program proposals and cost estimates, program risks and opportunities and business cases and will present the results to senior executive management at the program, division, sector and/or corporate levels. The position will assist in managing the NAR / ICE process such as scheduling and coordinating reviews, maintaining and updating command media and ensuring that the tools, training and processes meet future requirements.
In addition to NAR/ICE management, the successful candidate will be called upon to provide technical expertise and support for proposal development, independent EAC assessments and business case analysis. Will conduct training in statistical analysis, risk analysis and cost estimating.
The successful candidate will have demonstrated expertise in statistical analysis, including Monte Carlo simulation utilizing Crystal Ball, hardware and software estimating including labor and suppliers in the aircraft / aerospace industry. Requires excellent written and verbal communication skills. Extensive travel required.
Specific responsibilities include:
Identify and evaluate proposal risk issues in cost estimates, terms and conditions, and all other business management related functions.
Oversee the work contributions of a team of individuals. Provide objective/results oriented direction to the team including planning, project performance management, and budgeting.
Support and assist the Sector Manager of ICE in executing the ICE process.
Coordinate, when necessary, Aerospace Systems teams including Legal, Audit, Treasury, Enterprise Shared Services (ESS), and IT on areas including logistics management, budget oversight, regulatory compliance, and policy implementation.
Approve and present ICE analyses submitted in support of risk reviews as required
Participate in the review and approval of Risk Reviews.

Bachelor's degree in appropriate discipline with minimum 7 years of relevant professional or military experience. Appropriate equivalent combination of education and experience will also be considered.
Demonstrated expertise in business management, cost/risk modeling, pricing, estimating, and government contracts.
Demonstrated ability to support complex operations while collaborating with multiple stakeholders.
Ability to travel up to 50% of the time.
Must possess a Secret Clearance with the ability to obtain a Top Secret/ SCI security clearance.
Ability to quantify risks and opportunities and assign probabilities
Master's degree in appropriate discipline from an accredited educational institution.
Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of professionals and leadership.
Dynamic, self-starter with strong attention to detail and the ability to function independently.
Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
Ability to use Northrop Grumman AS ProPricer System and SAP
Background/education in Mathematics or probability analysis related disciplines
10 years relevant experience including exposures in the cost/business management/ops research world, with a strong knowledge of quantitative risk techniques, cost and risk modeling, probability, and government contracts.
Experience in the aerospace industry.
Active/ transferable Top Secret/ SCI security clearance.
Experience with price to win and competitor analysis.
Demonstrated experience in maintain independence while conducting analysis
