POSITION SUMMARY
The Manager Prevention & Crisis Intervention supervises the Crisis Workers and Case Managers, oversees the operations of the Prevention and Runaway and Homeless Youth Programs, and assures that clients needs are met through a trauma-informed and positive youth development approach. This role is responsible for compliance with program standards and regulations, monitoring and reporting grant progress, networking with community partners, and management of day-to-day provision and documentation of services to clients. The Manager Prevention & Crisis Intervention coordinates the 24-hour crisis response program.
Additionally, the Manager is responsible for networking with schools, districts, and community agencies to secure and maintain contracts for services, and for submitting accurate documentation for those services. The Manager collaborates with other managers and members of leadership at Pioneer Center and other community organizations to ensure standardization of quality service provision and compliance with applicable regulations and grants.
As a part of the Prevention and Runaway and Homeless Youth departments of the Behavioral Health pillar, the Manager Prevention & Crisis Intervention will adhere to the Mission, Vision, and Values of the Pioneer Center and philosophy of the Behavioral Health pillar. Essential Functions Statement(s)
Responsible for managing the 24-hour crisis response to runaway and locked out youth in McHenry County
Plans, implements, and monitors the Runway and Homeless Youth, Prevention, and Homeless Youth programs to ensure they meet grant requirements and standards
Facilitates reunification counseling and case management for runaway and homeless youth and their families
Networks with schools, districts, and community agencies to secure and maintain contracts for Prevention presentations, groups, and case management services
Ensures program compliance with FYSB, ICOY, Rule 132 and 140, DCFS, CARF, and other accrediting bodies.
Ensure provision and fidelity of the Let's Talk prevention curriculum and other prevention presentations and services
Manages staff productivity to established target %
Assures client satisfaction, including investigating complaints, resolving problems, and monitoring the delivery of service, informing Director of any complaints that may require OIG or DCFS investigations.
Maintains documentation of crisis calls and responses in the Electronic Health Record (EHR), the HMIS homeless portal, and internal tracker
Ensures the timely completion of required documentation for all intakes, including YASI assessment, registration documents, consents, releases of information, and other documents required by regulatory bodies.
Prepares written appraisal of staff job performance in a timely fashion
Ensures all programs meet safety and health requirements and informs the Director of Behavioral Health of all potential risk or adverse outcomes.
Schedules crisis and case management staff in staffing patterns adequate to meet program needs
Provides regular and ongoing supervision of staff at least monthly ensuring delivery of services in accordance with the trauma-informed care and positive youth development frameworks. This includes, but is not limited to: interviewing, training, scheduling, discipline and performance reviews.
Monitors spending for compliance with established budget; acquires approval for all budget related expenditures
Prepares and submits all necessary reports monthly and quarterly, including program reports, outcomes, contract requirements, and work plans according to internal, state, and federal requirements for Basic Center Program, CCBYS, Homeless Youth, United Way, and all other grants
Ensures program is delivered from a Trauma Informed Care approach, incorporating TIC principles into intake process, service delivery and staff and program oversight.
Addresses all client complaints in an appropriate and timely manner, according to established agency policy.
Attends internal and external meetings to foster and maintain relationships with community partners, funders, and other departmental leaders
Acts as a liaison with shelter placements for youth, including Pioneer Center's Homeless Services pillar, Shelter Inc., Allendale, and Youth Service Network of Rockford
Communicates referral information to the treatment team, Clinical Manager, Director, and Intake
Establishes and maintains working relationships with staff, other program managers, and community partners
Participates in ongoing training related to Runaway and Homeless Youth programming and legislation
Makes recommendations or assists in program development; plans, organizes, implements, and monitors program goals and objectives
Provides on-call coverage for Behavioral Health Services one week at a time, on a rotating basis
Communicates maintenance and repair needs to the Maintenance Manager via the Landport system or via email/call dependent on level of urgency
Follows HR policies and completes HR paperwork. Contacts HR with questions concerning either.
Regular, reliable, predictable attendance.
Performs all other duties as assigned by Supervisor.

SKILLS & ABILITIES
Education: Bachelor's Degree or 5 years experience in Human Services
Experience: Minimum of 5 years progressive social services or crisis intervention experience. Knowledge of grant funded programming is preferred.
Minimum of 2 years supervisory experience.
Ability to develop and maintain recordkeeping systems and procedures. Ability to perform work in an organized fashion with focus on complete information and time related deadlines.
Excellent verbal and written communication skills. Ability to work with confidential material and maintain confidentiality.
Computer Skills: SmartCare or other EHR system, HMIS, Microsoft Office, Word, Excel, PowerPoint, Outlook
