The Plant HR Manager provides effective Human Resources Management for facilities in Lancaster, PA to ensure compliance with Company policies and federal/state laws. Manage the area of recruiting and retention, employment, affirmative action, employee benefits, compensation, performance appraisal, personnel record keeping, UI and WC claims, employee relations, employee and organization development and training, and HRIS. The HR Manager role provides value added HR support and counsel to senior business leaders to enable the success of strategic and operational business objectives.

Essential Functions- Job Duties: The following duties are considered essential to the job. Qualified individuals must have the ability - with or without reasonable accommodation - to perform the following duties but not limited to:

Recruiting and Workforce Planning:

  • Responsible for the staffing and quality of temporary and regular employees to ensure that the plant is fully staffed in order to meet production needs. Analyze, recommend, and execute peak season staffing programs.

  • Prepares forecast of budgets for temporary associates and Nissin employees

  • Develops and executes tactical sourcing strategies in partnership with Plant Management aimed at generating candidate flow to meet overall recruiting goals as well as fill pipelines to account for possible turnover.

  • Develop meaningful and actionable workforce plans to proactively identify issues in the areas of turnover, diversity, absenteeism, and performance management

  • Generate metrics to drive workforce decisions, forecasting capabilities and strategic insights

Employee Relations:

  • Responsible for employee relation issues such as employee complaints, harassment allegations and recommend appropriate corrective actions in compliance with state and federal regulations as well as company policy.

  • Oversee the development and execution of plant's Affirmative Action plan. Work to ensure AAP goals are achieved during employment lifecycle in compliance to OFCCP regulations.

  • Responsible for the administration of Policies and Procedures established by the Company and the Human Resources Department. Ensures that all policies, procedures, and reporting are in compliance of federal and state regulations and applied consistently across all employees.

  • Identify training needs for management and employees in HR related topics.

Business Partnership:

  • Support Plant Management business goals and ensure alignment with HR programs, practices and policies

Personnel Administration:

  • Conducts separation analysis and makes recommendations to Management related to unplanned turnover.

  • Assist in reviewing benefit plans on an annual basis and makes recommendations on changes

  • Prepares and analyzes ad-hoc HR reports and data

  • Execute assigned HR team's strategic objectives as set out in operating plan by acting as HR Lead.

Performance Management and Compensation

  • Oversee career development of careers within the plant and the HR team by identifying training needs for the plant, function and individual performance development needs. Assist employees in creating long-term career goals.

  • Manages the annual talent planning and performance management process within the plant.

  • Administers compensation and other reward strategies, systems and processes to attract, motivate and retain organizational talent. Analyzes and reports on any specific plant or geographic variances to assure best local practices and market competitiveness.

  • Oversees the salary administration program to ensure compliance and equity within the Lancaster Plant. Reviews wage tables and salary tables annually

Supervisory Responsibilities:Directly supervises 3-4 HR staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:

  • Bachelor's degree (B.A) from an accredited college/university in Human Resources, Business Management or related degree.

  • Union avoidance and familiar with NLRB proceedings.

  • 5-7 years Human Resources experience in a manufacturing environment

  • 1 year workforce management experience preferred.

  • PHR/SHRM-CP certification preferred
