The American Academy of Dermatology is seeking a Manager, Performance Measurement & Analysis (Remote) responsible for managing the performance measurement activities and initiatives within the Academy including but not limited to maintenance of quality measures, design and administration of the psychometric testing of quality measures, and analysis and interpretation of testing results. Work collaboratively with the relevant governance structures and departments to achieve relevant strategic initiative objectives. Monitor the activities of, liaise with, and support representatives of external stakeholder organizations.

Responsibilities:

  • Manage measure maintenance and measure endorsement. This includes communication, edits, and review with CMS for AAD measure maintenance, endorsement, and submitting measures for CMS MIPS program inclusion. Staff will manage edits to webpages and resource documents with yearly measure updates and inform staff and DataDerm of measure changes and updates.

  • Plan, organize and monitor development of a measure set. Conduct the review of evidence to support measures, working closely with physician workgroup members and vendors. Provide detailed background searches and literature reviews. Investigate data gaps (though literature reviews and review of clinical guidelines) for draft measures. Research for analogous measures and ascertain the level of evidence for measures through grading relevant guidelines, primary research and meta-analyses. Compile ICD/ CPT codes related to the draft measures. Identify data trends, gaps, patterns within data on dermatologic care from literature reviews and interpret the findings of to develop materials to inform the AAD's measure development work.

  • Collaborate with DataDerm staff to conduct exploratory data analysis to identify data gaps, trends, and patterns in dermatological clinical care that can inform performance improvement efforts and measure development priorities.

  • Represent the organization and advocate for dermatology-developed performance measures and other clinical standards in forums related to performance measurement, quality improvement, and incorporation of relevant elements in health information technology (HIT) systems.

  • Maintain relationships with the key stakeholders in quality, performance measure development and implementation. These stakeholders include, but are not limited to, AQA, NQF, NCQA, Battelle, CMS, health systems, payers, accreditation organizations, government agencies, and the employer community.

  • Provide overall support to assigned councils, committees, task forces, and workgroups in conjunction with the chairs of these organizational groups. This includes coordinating meetings and conference calls, drafting programs/strategies to be discussed on the agenda, conducting email ballots or feedback requests, and tracking follow-ups. Staff will develop and maintain knowledge of the committee's area of expertise and work effectively and cooperatively with volunteers.

  • Assist the Associate Director, Quality Innovation with recommending, designing, and determining appropriate strategic and financial goals that relate to the department and the overall Academy mission. Develop and implement programs to fulfill these goals.

  • Additional projects as assigned. This includes responding to member phone and email inquiries, reviewing data analysis work of measures testing vendors, recruiting and communicating with testing sites and quality pilot participants.

Requirements:

  • Master's degree required (policy, public health, statistics or epidemiology preferred).

  • Three to four years' experience developing/writing/testing performance measurements, preferably in the healthcare space (e.g. PCPI, NQF) is essential.

  • Familiarity with measurement principles (specifications [numerator, denominator, measure exceptions, etc.]; assessing/grading evidence, usability, etc.) is a prerequisite.

  • Ability to perform various psychometric tests (reliability, validity, etc.) required. Experience with statistical software required (i.e. SAS, STATA, SPSS).

  • Understanding the environment as it relates to the development and implementation of performance measures and other quality measurement processes.

  • Understanding of Medicare's MIPS program and other pay for performance programs. Understanding the different uses of performance measures (for both accountability and quality improvement purposes) and their working relationship with evidence-based guidelines of care, maintenance of certification, and payment.

  • Strong attention to detail and accuracy is needed along with analytical and problem-solving capabilities.

  • Understanding of data collection and processing.

  • Ability to conduct keyword searches of library databases.

  • Ability to work with volunteer dermatologists on complex issues and represent the specialty when necessary.

  • Ability to execute projects under minimal supervision. Must have good organizational skills.

  • Ability to juggle multiple deadlines. Experience gaining consensus within a group.

  • Analytical skills.
