Provides business leadership and oversight for Operations and Deployment Analyst functional unit. Responsible for management of the analytics information management capabilities by setting direction, priorities and leading a staff of Operations and Deployment analysts performing data analysis and supporting various data collection activities for BCBSA warehouse assets. Works closely with Deployment Director and cross-functional teams to define a support plan and align work with strategic departmental goals. Leads internal communication and educational strategy which supports staff growth and aligns work with departmental goals concerninQ data quality and data use.
Responsibilities include but are not limited to:
Provides business leadership and management oversight for Operations and Deployment Analysts functions. Develop and manage a team of highly effective Operations and Deployment analysts able to support BC BSA, Plan, BHI and other stake holder questions regarding BCBSA, Plan and BHI data. Schedule, prioritize, plan and assign work to deployment and data analyst staff based on resource availability, capacity and department goals. Lead the development of short and long-term business objectives that meet the Customer & Services Manaoement business data management needs.
Works with Deployment Director and cross-functional IT Operations teams to define a support plan to align data analysis and data integration projects with strategic departmental goals.
Develops a comprehensive understanding of the business and technical data needs for the data assets supported by Customer & Services Management.
Provides healthcare industry subject matter expertise in the development of strategies for data integration, application solutions and system maintenance.
Maintains and administers operational / technical processes to support corporate policies for file and data retention.
Works with other IT groups and departments to assist in the coordination of future activities and plans that involve computing and data.
Performs routine and complex data analysis:
Interrogate operational systems (data assets) through SQL to diagnose processing or data anomalies.
Performs analysis to recognize data trends in order to inform stakeholders of data quality issues affecting data use and analytics.
Develops high level requirements for analyzing data and resolving data quality issues.
Required Basic Qualifications:
Bachelor's degree in health care administration, mathematics, health care financing, business Information Technology or computer science or equivalent work experience.
Minimum 7 years of work experience managing intricate database and information asset management and/or Business Intelligence responsibilities.
5 years of experience in performing data analysis and understanding data analysis results within the Healthcare Industry for large relational database structures.
Working knowledge of Health Care Industry data attributes, Medical/Health Groupers and Industry standard data sets required . (CPT, HCPCS, BETOS, NCPDP, HEDIS Measures, DxCG, DRG, MEG, Risk Scores, UB04, X12, National Committee for Quality Assurance, etc.)
Knowledge and prior use of PC-based applications used for data management.
Previous experience with the design, development and maintenance of various data models and their components.
Working knowledge of data analysis tools, such as SAS and database language tools like SQL.
Advanced Excel experience, Microsoft Word, Microsoft Power Point.
Preferred Basic Qualifications:
Strong multitasking and proven analytical and problem resolution skills.
Some experience with project management skills is preferred.
Demonstrated organizational, planning, analytical and people skills, along with being extremely resourceful. Effective presentation skills are highly desirable.
Experience in leading teams is desirable.
Must be approachable and available when called upon to resolve conflicting business priorities, as well as opposing technology/operational needs and/or promises.
Understands Bl tools and technologies as well as the optimization of underlying databases.
Prior experience in analysis of Medicare and Medicaid membership and claims data.
Prior Blue Cross and Blue Shield claims, membership, product, provider or network experience.
