The Virginia Department of Agriculture & Consumer Services, Division of Marketing and Development is seeking a marketing professional to serve as Program Manager in the Office of Promotions. The selected individual will oversee the work unit and staff that implement programs designed to facilitate and promote purchases and consumption of Virginia foods and beverages.
These include the Virginia's Finest trademark program for Virginia specialty food and beverage producers, and the Virginia Grown program, including website and logo, for farms and markets selling directly to consumers. This position also oversees marketing and promotional events, including the Virginia Food & Beverage Expo and VDACS presence at major trade and consumer food and beverage events.
Considerable knowledge of public relations program management and publications management; and media relations as well as extensive knowledge of budget and procurement practices and techniques, administrative & leadership principles, & supervisory practices. Extensive knowledge of agricultural and/or processed food marketing principles & practices would also be beneficial.
Ability to oversee and implement complex marketing strategies; to manage multiple projects; to exercise independent judgement & sound decision making; to analyze industry trends and adapt marketing strategies accordingly; to manage events. Demonstrated ability to execute the general administrative functions of a statewide program; to organize, direct & track the work of subordinate staff; to clearly communicate policies & ensure they are uniformly adopted & understood; to operate within established budgetary guidelines; and to plan, implement & evaluate program performance. Exceptional oral/written communication skills & computer proficiency.
Current/recent experience at the managerial level in a similar position to include agriculture, food and beverage industry & marketing; program, event & project management; contract management and bid review; & supervising, evaluating, coaching subordinate staff. Must have & maintain a valid driver's license & a driving record that reflects a sense of responsibility for highway safety. HS Diploma/GED Required.
Degree with major coursework in agriculture, food and beverage, marketing, economics, business administration, or other related discipline. Also preferred is knowledge of Virginia's agricultural & food and beverage industry and familiarity with state level marketing and promotion programs.
Understanding of state performance management, leave usage, finance & procurement systems. An equivalent combination of training & experience indicating possession of the preceding knowledge & abilities may substitute for this education & experience.
Final candidate must successfully complete a fingerprint-based criminal background check. In accordance with the Code of Virginia, incumbents of this position must complete a Statement of Economic Interests form upon hire and annually thereafter.
