Our client is building a fleet of offshore modular desal plants that harness proven state of the art technologies to desalinate water at sea in an environmentally-sound fashion using subsea pipelines to deliver a fresh sweet supply of water (more reliable than nature) into the distribution infrastructure onshore.
This is a funded start-up that is now ready to immediately hire key staff to kick off the engineering and development for their new company in Houston.
This necessitates a quick ramp-up for their core team.
Under the initial direction of the Chief Operating Officer and, later, the Vice-President of Human Resources & Shared Services, the Manager Human Resources is responsible for managing organizational development, recruitment and staffing, employment law, performance management, employee relations, and compensation and benefits.
The Manager of Human Resources will also work closely with other members of the Companys Executive Management Team, as defined in the Company Organization Chart.
JOB DUTIES AND RESPONSIBILITIES: Develop, interpret and implement initial corporate HR policies and procedures.
In coordination with the Companys executive leadership, manage the identification, selection and hiring of key initial staff members as specified by the Companys approved Startup Hiring Plan.
Manage the evaluation, selection and implementation of an online, Cloud-based HR Software system to support a wide range of Company HR functions including, but not limited to, employee record keeping and tracking, benefits administration, time and attendance/vacation tracking, job recruiting and applicant tracking, performance reviews, employee training & development, succession planning, and compensation management.
Work with the Accounting-Payroll Manager, COO and CFO, as needed, to effectively interface the HR Software system with the Payroll Software system in use by the Company.
Develop and manage a structured onboarding process for each new hire that ensures that he or she quickly understands and embraces major Company cultural norms, along with the key policies and procedures that are needed for daily activity guidance.
Work with executive leadership, including the CEO, in the development of desired, key cultural norms and expectations.
Establish specific plans and training programs as needed to foster the consistent adoption and application of those cultural elements at all levels of the Company, particularly for newly hired additions to the company role.
Establish and manage a comprehensive employee benefit program with the objective of providing our employees with attractive benefits at market competitive costs.
Prepare and update Company organization charts and staffing plans as needed.
Develop and direct the process of organizational human resource planning that evaluates structure, job design, and manpower forecasting throughout the Company.
Support all HR related activities within groups/functions of the Company.
Establish and maintain job descriptions and individual employment agreements.
Oversee all Company HR functions including setting priorities and goals, ensuring compliance with deadlines and adherence to Company policies and procedures.
Facilitate and provide guidance to management regarding Human Resource (HR) matters.
Establish and manage a corporate wide performance review system for all employees that consistently aligns and measures individual job performance with corporate objectives and cultural expectations.
Manage employee grievances and mediate workplace disputes.
Manage organizational changes to maintain employee satisfaction and productivity.
Establish and manage a corporate-wide training program that identifies opportunities for continually developing and increasing the value of every Company employee . Establish and manage a wage and salary program including appropriate structures and pay policies.
This program should continually monitor current salaries in our operating markets to maintain the ability to attract strong people by offering competitive employment packages.
Establish and manage a Company-wide Health, Safety and Environmental (HSE) program that covers all aspects of our business activity and consistently complies with local, state and federal regulations.
Develop and implement a succession planning program for key Company positions.
Work closely with department managers and management in the joint development of five-year and ten-year Strategic plans for the Company.
Establish and oversee effective hiring practices, including recruiting, interviewing, and final selection.
Implement strategies aimed at avoiding litigation and other potential losses by overseeing participation in Equal Employment Opportunity, Americans with Disabilities Act, Family and Medical Leave Act and other federal, state and local regulations.
Select and coordinate use of HR consultants, insurance brokers, insurance carriers, benefits administrators, training specialists, labor counsel, and other outside sources when needed.
Establish short and long-term HR goals and develop annual budgets for HR operations prepare.
Identify solutions to resolve HR-related problems and foster a diverse workplace that enables all employees to contribute to the Company at their full potential.
Manage terminations of employees.
Perform other duties, as assigned.
MINIMUM QUALIFICATIONS: Bachelors Degree in Human Resources, Business Administration or equivalent.
Masters degree a plus.
Ten to twenty years of HR experience with three to five years at the Manager level.
Knowledge and experience working with a top rated online Human Resource software system.
Evidence of ongoing learning and certifications in HR.
Deep knowledge and experience of U.S.
local, state and federal HR regulations.
Good managerial experience.
Excellent interpersonal skills.
