Manager of Contract Administration

Location: Morrisville, NC; Baton Rouge, LA; Arlington, VA

Reports To: Director of Operations

Responsibilities:

  • Supervise the activity of contract professionals in review and preparation of contract documents in accordance with corporate policy and applicable law.

  • Develop specialized contract vehicles and techniques to accomplish business goals and objectives.

  • Analyze complex solicitations for potential risks and strategies and prepare specialized and/or non-routine responses for proposals, bids, and contract modifications.

  • Train and develop subordinate contract professionals to assume more complex contract activity.

  • Analyze significant and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and corporate policies, and communicate results.

  • Develop negotiation strategy and lead negotiation teams on complex contractual issues in accordance with industry best practices and corporate risk policies, within the limits of authority delegated by senior management.

  • Ensure compliance with Federal, state, and local law by reviewing existing and new regulations; anticipating regulations; enforcing adherence to regulations; and advising management on requirements.

  • Provide guidance to internal teams and contract professionals on corporate goals and objectives relating to contract activity.

  • Lead the identification, development, and implementation of new contracting processes, in conjunction with the Director of Operations.

  • Develop language for nondisclosure agreements, teaming agreements, contracts, and subcontracts.

  • Review invoices for compliance with contract terms and conditions.

  • Ensure appropriate documentation is acquired and entered into corporate databases in a timely manner; conduct analyses and compile reports as required.

  • Assist and manage contract audits.

  • Build and maintain relationships with procurement officials.

  • Achieve operational efficiencies and measurable improvements in contracting activities.

Qualifications:

  • Bachelors degree in business or related field required; Masters or Juris Doctor degree strongly preferred. National Contract Management Association certification strongly preferred.

  • Minimum of ten (10) years of experience in contract administration and negotiation required with a minimum of five (5) years in a management role.

  • Extensive experience with the administration of a variety of contract types required. Experience with international contracting, joint venture formation, or other highly complex contractual arrangements strongly preferred.

  • Demonstrated experience with General Services Administration (GSA) Schedules and applying/interpreting the Federal Acquisition Regulation (FAR) required.

  • Experience with Deltek systems (e.g., Costpoint) strongly preferred.

  • Ability to travel for business required.

  • Ability to obtain and maintain U.S. Government security clearance required.

  • Use of independent judgment and creativity applied to resolution of contract issues.

  • Emerging ability to excel in upper level management environment.

Expected Salary Range:

$110,000$125,000 (commensurate with experience)

Coordinates clinical programs and competency assessments for clinical staff. Supports UNCHC/UNCPN QI and safety initiatives. * Oversight for clinical process in multiple practice locations within a designated geographic region and serves as a primary resource for clinical decision making and problem solving. * Collaborates with Regional and Practice leadership in interviewing, hiring, and developing clinical staff, as well as performance evaluations. * Coordinates and partners with Practice leadership to develop/plan orientation, training, and continuing education by identifying educational needs and developing/planning programs to ensure compliance with consistent clinical process. * Serves as a liaison between Staff, Providers, Senior Leadership, and other departments as appropriate. Works with Practice leaders to resolve complaints related to patient care and/or elevates appropriately. * Collaborates with Regional and Practice leaders to ensure compliance with established safety, governmental and regulatory agency guidelines, including but not limited to commercial insurers, CMS, HIPAA, OSHA, best practice, and infection prevention policies and procedures. Identifies and participates in unit based performance improvement activities. * Ensures clinical competency and skills assessment is completed annually for clinical staff. Provides support for staff who require remediation or additional training to achieve compliance. * Identifies quality improvement initiatives and works collaboratively with clinical staff to establish goals to improve clinical outcomes. * Responsible for maintaining current skills through self-development and relevant education.
