Job Summary / Basic Function

The Project Manager is a middle management position reporting to the Executive Director of Planning and Construction at Penn West. This position carries the responsibility to manage facilities building and infrastructure projects, repairs, and renovations according to Pennsylvania Western University and PASSHE guidelines.

Primary duties will be at either the Edinboro or the Clarion campus of Penn West, but this position will also assist with projects at the California campus and the other campus as needed (Clarion if the position is at Edinboro and Edinboro if the position is at Clarion).

Primary Responsibilities:

Manage Professional design contracts for Architects and Engineers involved in Capital Projects at Penn West.

  • Assist with writing an RFP for Professional Services.

  • Review/modify the scope of work and negotiate terms of service.

  • Approve and process invoices.

  • Take the lead in representing the department and the end users in design phase meetings and discussions.

  • Update leadership and key campus stakeholders throughout design phase.

  • Participate in design phase reviews by providing feedback regarding campus needs and resources.

Manage Bid phase processes for capital projects:

  • Assist with assembly of the project manual by working with the design professionals and the regional purchasing office.

  • Work with the professional to finalize front end specifications.

  • Set up bid schedule, participate in Pre-bid conference, and work with design team and purchasing department to finalize and issue addendums.

  • Review bids with Leadership Team.

  • Conduct scope review meetings with prime contractors.

Manage Construction Administration process:

  • Lead pre-construction meeting with design professionals and Prime Contractors.

  • Manage Prime Construction Contracts for PASSHE funded projects.

  • Participate in job conferences and review and approve change orders, pay applications and certified payrolls.

  • Perform daily site visits and inspections to document existing conditions, work in progress, compliance or non-compliance with contract documents.

  • Maintain all project records for the department, including but not limited to: Contract Documents, Addendums, RFI's, change orders, RFCO's, submittals, CPM schedules, Schedule of values, punch list, Consent of surety, release of liens, O&M Manuals, warranties, etc..

  • Serve as primary point of contact and facilities PM on DGS funded projects.

Work closely with the Director of Facilities and Facilities Trades to make sure projects adhere to campus standards for design and construction.

The PM is responsible for including all key campus stakeholders in pertinent conversations during design and construction phase of projects.

Provide weekly/monthly updates and reports to leadership on the status of projects.

Coordinate project site logistics, utility shutdowns, contractor parking, etc..

Attend weekly staff meetings, participate in steering committee meetings and Master Planning Board meetings.

Other duties as required to serve as a leader to manage all activities and communications throughout the project.

Required Skills, Knowledge & Abilities Minimum of Education / TrainingRequired Education Summary

  • Associate Degree in Engineering, Construction, or related field.

  • 2 to 5 years' experience managing design and/or construction contracts.

  • Excellent oral and written communication skills.

  • Proficient with Microsoft Word, Excel, and PowerPoint.

  • Ability to read and understand construction drawings and technical specifications.

Preferred Qualifications

  • Bachelor's degree in architecture, engineering, construction management, project management, or related field.
  • 5 years of work experience in design or construction related field with at least 3 years of management or supervisory experience.

Physical Demands

While performing the duties of the job, the employee is regularly required to sit, stand and/or walk for extended periods of time. They must be able to safely navigate a project site which will require them to reach, climb, balance, stoop, kneel, crouch or crawl . The employee must frequently lift and / or move objects up to 10 lbs. Performance of the job requires vision for close and distant objects.
