The nurse manager has 24 hour accountability and responsibility for a direct care unit or units. The manager is responsible for creating safe, healthy environments that support the work of the health care team and contribute to patient engagement. The manager assists in creating a professional environment where team members are able to contribute to optimal patient outcomes and grow professionally.

Responsibilities

Plans, directs, facilitates, and evaluates clinical services provided by a specific unit(s) of responsibility. The result of successful performance in this position is a highly motivated, coordinated staff who provide service which is constantly changing to meet the needs of the families and children. Successful performance contributes to a holistic approach to the delivery of services, quality patient/family care, and a high level of satisfaction from patients and families.

  1. Manages the Business
  2. Financial, Human Resource, Performance Improvement Technology Management

a) Assumes responsibility for operational and capital budget development, monitoring, analysis, and variance reporting.

b) Effectively utilizes tools provided for financial, quality, and staffing monitoring and management.

c) Remains knowledgeable of Human Resource labor laws including those pertinent to hiring, FMLA, short and long term disability, etc.

d) Complies with Human Resources policies, procedures and processes in regard to recruitment, interviewing, hiring, orientation, retention and performance management

e) Assumes accountability for the orientation plans of new employees and the annual competency plans for staff; aligns plans with unit goals and desired outcomes.

f) Creates overall plan and goals for department orientation plans as needed to assure successful integration of the employee into the organization.

g) Utilizes available tools and data to measure and monitor performance related to quality of care, patient safety, and patient satisfaction; including but not limited to Key Performance Indicators, Nurse Sensitive Indicators, Balanced Scorecard, HCAHPS scores and audits. Creates action plans for areas needing improvement.

h) Focuses on a culture of safety by proactively seeking safety concerns and promptly reporting and/or responding to incident reports using root cause analysis and process improvement tools (Adaptive Design).

i) -Complies with regulatory requirements of such agencies as Department of Public Health, DNV, OSHA, etc. that are related to customer, employee, and environmental safety.

j) Establishes departmental goals which are aligned with the strategic goals and plan of the organization; continuously monitors of progress toward goals.

k) Able to communicate to employees how the goals of the department connect to the overall strategic plan of the organization.

l) Exhibits an understanding of all elements of change management while implementing organizational or unit changes evidenced by achievement of desired results of the change.

m) Establishes a spirit of inquiry within the work area and promotes the use of evidence to advance nursing practice.

n) Analyzes care provided within area of responsibility from a systems perspective. Collaborates with other leaders to improve care coordination between areas and levels of care.

o) Understands and uses the tools of performance improvement e.g. Adaptive Design, and PDSA.

a) Establishes an environmental culture for retention as evidenced by results of employee engagement surveys and workforce data. Utilizes survey data to make improvements in the work environment based on employee feedback.

b) Establishes a culture of trust with employees through employee rounding and timely , effective coaching and performance management. Helps team members set goals to optimize personal and departmental performance.

c) Supports and continually develops shared governance structure in the department and at the organizational level. Serves as a role model to staff and peers in supporting the strategies and tactics of the nursing enterprise.

d) Facilitates discussion on career planning and personal development with all staff. Works collaboratively with staff to create and execute a personal development plans as a retention strategy

Serves as a mentor and role model for staff, students and colleagues.

Basic UPH Performance Criteria

  • Employee maintains current licenses and/or certifications required for the position.

  • Practices and reflects knowledge of HIPAA, TJC, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.

  • Completes all annual education and competency requirements within the calendar year.

  • Ability to work independently and assume responsibility for timely completion of assigned functions

  • Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

  • This position may be assigned a specific mission to address in an emergency situation to assist in disaster response and recovery as part of the UPHDM Hospital Emergency Incident Command System. Situations of a critical nature may require an individual to perform multiple tasks until additional support can be obtained.

Qualifications

QUALIFICATIONS:

Minimum Requirements

Education:

Master's Degree Required; qualified candidates with a Bachelor's degree are eligible but must submit an action plan

upon hire. Master's to be completed within 3 years.

Completion of basic UPHDM Leadership courses within one year.

Experience:

Two or more years of progressing leadership positions in the healthcare environment.

Two years of experience in Emergency Department setting.

License(s)/Certification(s):

Current Iowa License to practice as a Registered Nurse

BCLS within 90 days

Valid driver's license when driving any vehicle for work-related reasons.

Certification in related specialty preferred.

Knowledge/Skills/Abilities:

Must be able to communicate effectively with people of diverse professional educational and lifestyle backgrounds.

Knowledge of basic computer skills.

Other:

Use of usual and customary equipment used to perform essential functions of the position.

Along with the Director of Emergency Services and Medical Director(s), has responsibility, authority and accountability for practices within the hospital and pre-hospital environment, to include patient care and safety. ESSENTIAL FUNCTIONS: * Supervises flight team, pediatric transport, and Mercy Communications personnel, providing overall direction of daily activities, orientation, performance evaluation, education, and support. * Works in collaboration with the NICU transport coordinator regarding transport issues. * Develops, implements, and periodically reviews all policies, procedures and guidelines that support the emergency transport services. This includes, but is not limited to, Joint Commission requirements, state regulations, regulatory standards, etc. * Continuously assesses and improves the service's performance based on, but not limited to, quality management plan (both overall program and individual performance), and customer/employee satisfaction data. * Collaborates with the Director of Emergency Services to develop annual operating and capital budget, monitors and analyzes performance and productivity and implements necessary corrective plans. Utilizes budget information in management decision-making. * Responsible for daily operational duties of the transport teams including the air transport company vendor, pilots, mechanics, and management personnel from the air transport companies. * Supervises transport team middle management, leadership, and committees from the transport systems. * Works collaboratively with the manager of Mercy Ambulance on issues related to both departments. * Interfaces with the multi-disciplinary care team, maintaining open and positive communication with staff, physicians, and other hospital departments while serving as a resource and consultant in emergency transport issues. * Works with all parties responsible for billing issues related to Mercy One and Mercy Ambulance to ensure completion and entry, validation of data and report distribution. * May or may not actively participate in patient care duties. MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: * Bachelor of Science in Nursing or other health-related field, or actively pursuing same with a minimum of 9 course hours per semester, including summer semester, until degree is completed. * A minimum of five years' experience as a flight nurse * Supervisory experience preferred. * Certified Medical Transport Executive (CMTE) required within 12 months of hire and maintain current certification. * If actively participating in patient care duties, must also meet all job requirements of the RN Transport as outlined in that job description.
