Manages the day-to-day operations of a 24X7 network operations center (NOC). Primary responsibilities on at least one broadly defined core functional areas, such as Radio Access Network (RAN), Network Operations Center (NOC) operations and systems performance, along with administrative and staff management responsibilities. Collaborates directly with leadership on the development of strategies to enhance the value and cost-effectiveness of all outcomes within the NOC and takes part in overall decision making as a member of the senior management team of the enterprise.

Duties and Responsibilities

Oversees strategic, operational, and administrative programs, projects, and/or services. Implements short- and long-range organizational goals, objectives, plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.

Supplies tactical advice and recommendations to leadership in the development, implementation, and evaluation of new or changed areas of automation, operating policies, practices, and procedures within the specified functional area of focus. Provides coaching and development recommendations, team management and performs appropriate recognition. Analyzes, designs, documents, and implements internal reporting systems and procedures.

Designs, coordinates, and implements training programs. Manages and/or provides day-to-day leadership to various technical, professional, and/or administrative personnel.

A. Responsible for hands on management of the designated NOC 24x7x365 shift operations, including work management, escalations and shift turn over assessments of network health.

B. Work closely with cross-functional internal support groups and external service providers to identify, resolve or coordinate the resolution of Network and System issues.

C. Lead the Incident Management process during outage/impairment situations and function as bridge commander during major incident management scenarios.

D. Effectively communicate issues and incidents to all levels of the organization as needed.

E. Rotate on call duties with the NOC managers and backup the NOC Managers when needed. Cover NOC shifts during vacations, training, etc.

F. Ability to work with Vendors, Carriers, and Suppliers in the provisioning and maintenance of services. Familiarity with industry standards and communication methods.

G. Ability to develop, document, and publish operational processes and procedures.

H. Ability to deal with concurrent issues effectively. Ability to work under a dynamic environment.

May represent the organization to, national organizations, and/or the public; may represent the principal executive at various community and/or business meetings, as assigned. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis. Bachelor's degree; OR at least 5 years of experience that is directly related to the duties and responsibilities specified.

Knowledge, Skills and Abilities Needed

  • Wireless and non-wireless industry certifications (Cisco, Microsoft, AWS, VMware, ZTE, Lucent, Tellabs, Nortel)

  • Experience with hierarchical Network Management Systems (NMS) and Element Managers

  • Understanding of interconnect components and protocols such as DS1, DS3, CDMA, EVDO , MPLS, BGP, VoIP, LAN/WAN, IP routing, 802 WIFI protocols, router technologies, and wireless networks.

  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.

  • Advanced analytical, evaluative, and objective critical thinking skills.

  • Ability to gather data, compile information, and prepare reports.

  • Skill in organizing resources, delegating and establishing priorities.

  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

  • Ability to provide technical guidance and leadership to professional personnel in area of expertise.

  • Ability to develop and present technical presentations and/or workshops.

This team interacts with customers and peers in Operations and Engineering to facilitate effective handling of service requests and connectivity issues. Responsibilities * Incident Management - Proactive checkouts and monitoring to avoid service outages or limit their impact. Troubleshooting and fault isolation to restore service when necessary * Problem Management - Solutions for Incident Management from case study evaluations. This includes development of the related root cause flow charts and troubleshooting procedures that streamline the time required to isolate faults and restore service * Operational Readiness for New Services - Completing checklists that support pre-production deployment of network services. This includes assurance that Network Operations has updated management for all related network components, is performing pro-active routines to ensure optimal network health, understands the service and it's dependencies, and the staff is capable of performing established recovery procedures * Change Management Planning and Configuration Implementation - Coordination of changes at the CAB and periodic quality reviews with Engineering. Implementation of tasks assigned to Network Operations and support for those implemented by Network Engineering * Service Requests, Network Maintenance and Operational Support - Executing requests for analysis or support. Representing Network Operations' strategic initiatives such as vendor service level reviews, Asset Management, and Capacity Management.
