Job Description


As the Network Engineering Manager you will provide leadership for a team of network engineers responsible for the implementation and support of a global wide area network of over 260 locations, inclusive of voice, data (LAN/WAN) and contact center solutions. The successful candidate will create technology road maps, manage budgets, oversee projects, manage service level agreements, build/maintain vendor relations, and ultimately maintain accountability to our internal business customers.

You will be trusted to:

  • Manage network design, lead network solution implementations and direct troubleshooting activities for service outages.

  • Maintain and optimize network services to increase stability, maximize availability and control costs while maintain PCI compliance where necessary

  • Define and maintain standards for network solutions across the enterprise.

  • Understand, develop and improve procedures for network data center operations

  • Manage internal and external service level agreements for network availability

  • Provide timely and accurate communications to stakeholders as required

  • Manage initiatives for improving contact center solutions, advising on best practices and identifying continuous improvement opportunities

  • Evaluate vendor proposals and determine the best fit for the company's needs

  • Develop/maintain strong relationships with internal customers as their primary point of contact for network services

  • Develop/maintain strong relationships with service providers

  • Recruit, mentor, and build an effective organization in support of network services

  • Negotiate and contract with consultants, technical personnel and vendors for services and products

  • Develop, maintain and test disaster recovery plans

  • Lead capacity planning, tuning and network infrastructure planning in the datacenter

  • Bachelor's degree, preferably IT or Computer Science discipline

  • 10+ years network engineering experience

  • 5+ years managing senior technical resources and network engineers

  • Demonstrated experience in the development of comprehensive proposals

  • Extensive experience in - Cisco networking, data and voice convergence, video conferencing services, cloud services network integration, wireless technologies, supplier management for carriers and service providers

  • In depth understanding of TCP/IP networking, subnetting, OSI model, and related

  • Extensive technical knowledge and experience managing and maintaining large-scale, highly available, Internet facing networks

  • Extensive experience troubleshooting multi-tier Internet applications platforms and cloud networking interfaces

  • Experience with converged and software defined networking

  • Experience implementing pragmatic network security and audit controls

  • Analytical and critical thinking skills

  • Solid understanding of network configuration and troubleshooting on a range of server operating systems

The Engineering Program Excellence organization within Raytheon Intelligence and Space (RIS) is seeking a Manager committed and passionate about leading a team of Proposals Program Engineers. This position involves leading in a team environment with responsibilities in all phases of pursuit and proposals and must leverage multiple skill sets within engineering and proposal management. The Engineering Manager position is responsible for leading a team of pursuit and proposal engineers through the engineering pursuit/proposal process. The Manager is expected to work closely with the Capture Manager, Proposal Managers and Business Leaders and other Functional and Engineering Leaders. The Engineering Manager ensures tasking and work products assigned are completed on time and on budget, works to continuously develop the best proposal team support, and provides what their team needs to accomplish assigned activities. The Manager is also expected to participate in proposals, roadmap development business growth, and engineering process improvement actions. Clearance Requirements: Ability to obtain a Secret Level security clearance; an active Secret or higher clearance a plus. Position can be located at Raytheon Intelligence & Space work sites, including Dulles, VA, Indianapolis, IN, Aurora, CO, Richardson, TX. Responsibilities and scope include: * Leading other Engineering proposal engineers, effectively executing engineering proposals, delivering on-budget, on-time, correct, high-quality, complete proposal products, utilizing IPDS-based Engineering work packages and productivity measures; * Developing Proposal Program Engineering (PPE) leadership staff to meet the needs of the Engineering Program Excellence team in support of the RIS business; * Using measurable proposal bidding productivity goals for every proposal with RIS engineering content; * Performing direct line management activities for PPE employees, including performance management, career development and resource allocation; * Owning and be accountable for the PPE proposal artifacts and tasks for the proposals supported; * Working closely with program managers to ensure customer satisfaction and business alignment; * Providing engineering leadership to Capture and Proposal Teams with responsibility for the development of one or more proposal products.
