Summary

The Manager, Measurement Controls primary responsibility is to ensure measurement automation in Summit Midstream adheres too and complies with published measurement standards. This includes accountability for metering, controls, communications, instrumentation selection and installation. This position also leads the overall operation of the Measurement Technician department.

The Manager, Measurement Controls will interface directly with Summit Midstreams Director of Measurement on engineering and construction on new projects ensuring proper measurement is implemented at the beginning of a project and that commissioning and startup is effectively executed.

Principle Duties & Responsibilities

  • Interface directly with and support the Director of Measurement

  • Direct Measurement Technician supervisors and leads

  • Responsible for ensuring record keeping, the general upkeep, and maintenance of all related facilities and equipment as needed

  • Oversee construction and/or maintenance activities performed by third parties

  • Participate in any relative PHA that involves measurement

  • Work to proactively identify, reduce or eliminate measurement discrepancies

  • Identify, report, and correct safety and environmental concerns

  • Interpret and redline P&IDs ensuring proper symbology is reflective of the control scheme

  • Detect measurement errors and correct volumes as needed and provide supporting documentation

  • Witness third party meter calibrations

  • Responsible for budgetary planning and expense management

  • Create and maintain career planning for each direct report

  • Immediately identify and analyze daily measurement shortages that exceed established tolerances and initiate corrective actions by leveraging Operations, Field Technical and Measurement personnel

  • Develop and/or enhance Summits standard measurement applications

  • Good verbal and written communication skills, decision making skills and strong work ethic

  • Mentor, teach and guide Measurement Technicians

  • Ensure adherence to Summit Midstreams Measurement Standards and Processes and advise on the CIP for ensure standards and processes are updated to incorporate the latest applicable industry standards and practices

  • Other duties as assigned by Summit Midstream management

Education & Experience

  • High School Diploma or equivalent required

  • A BS degree in Engineering or related field

  • At least seven years of measurement experience preferred

  • At three years of management experience preferred

  • Prior experience in the energy field or a related industry

Knowledge, Skills & Abilities

  • Must have a comprehensive understanding of API and GPA measurement policies and be familiar with the best industry measurement

  • Strong decision-making ability, analytical skills, ability to promptly analyze measurement problems, identify the root causes, and resolve measurement issues by the implementation of corrective actions

  • Advanced knowledge of related flow measurement equipment and peripherals is required

  • Ability to install, inspect, test, adjust, maintain, operate, troubleshoot, repair, calibrate advanced measurement and control systems, SCADA interface and quality equipment

  • Must have the ability to read at a level to understand written safety procedures, work procedures, blue prints, P&IDs, work permits, and technical instruction manuals

  • Must be able to provide positive guidance and leadership to team members

  • Ability to organize and prioritize daily work including the ability to quickly change priorities with little notice

  • Ability to communicate professionally and with courtesy to other team members, contractors, and vendors

  • Must possess excellent math skills as it relates to the measurement discipline

  • Willingness and the ability to achieve and maintain certifications as required to perform job duties

  • Advanced knowledge or proving techniques

  • Advanced knowledge of gas sampling techniques

  • Advanced knowledge of Microsoft applications such as Outlook, Excel, Word, Access, and PowerPoint

Physical Demands and Working Conditions

  • Exert up to 60 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects

  • The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

  • The worker is subject to outside environmental conditions including extreme heat and cold as many activities are performed outdoors, in noisy areas that are also subject to moving parts

  • Occasional travel to field facilities
