JOB TITLE: MAINTENANCE AND OPERATIONS MANAGER

JOB SUMMARY:

Under the direction of the Director of Facilities, the Maintenance and Operations Manager manages, organizes and directs operations and activities involved in the inspection, maintenance and repair of District buildings, facilities, grounds, vehicles and equipment.

The Maintenance & Operations Manager is also responsible for establishing and administering a program that focuses on environmental, economic, and social sustainability. This position will coordinate efforts with all departments in the implementation of polices, programs and projects. Develop measurement standards to identify the return on investment to the District of any projects and/or programs undertaken. Coordinates and manages the activities of a sustainability committee. Examines and makes recommendations to departments on organizational and operational efficiencies that lead to the reduction of waste and energy.

The Maintenance and Operations Manager plans maintenance, operations, grounds projects and programs; prepares estimates of costs involved; trains and evaluates the performance of assigned personnel; and performs other related duties as directed under the Director of Facilities.

MAJOR DUTIES AND RESPONSIBILITIES:

Plans, organizes, and directs the day-to-day activities of the maintenance and grounds keeping department, including the supervision, training, and evaluation of all workers.

Coordinates all activities to ensure the timely, safe, and efficient delivery of all maintenance services.

Prepares maintenance and operational budgets and related reports for improvements and repairs of district facilities.

Maintain current building plans, drawings, warranties, and building maps; monitor additions, deletions, and relocation of buildings.

Manage and coordinate minor construction projects for the District.

Represent Maintenance and Operations Department as member of the District Safety Committee.

Inspects all maintenance, grounds keeping, and operations work to ensure successful completion.

Inspects all buildings to insure safety, health, functionality and energy requirements are met.

Maintain and update on a continuing basis the knowledge and methods required and utilized in performing the day-to-day management of the maintenance and operations department.

  • Responsible for day-to-day management, monitoring and maintenance.
  • Solar Power
  • Responsible for day-to-day management, monitoring and maintenance.
  • Research, Recommend & Implement future technologies (i.e. LED, wireless, environmental friendly materials, etc.) to gain efficiencies and reduce costs.

  • Develops and administers District-wide sustainability programs that focuses on environmental, economic and social sustainability.

  • Analyze and Audit Utility Bills for errors, abnormalities, overcharges and report data and trends.

  • Research, Recommend & Implement all utility rebate programs for electrical, gas and water savings (i.e. PG&E, Sunnyslope County Water District, AMBAG, etc.)

  • Communicate & Educate District staff to improve awareness of the benefits and necessity to reduce energy consumption and recycling/"GREEN" technologies.

  • Manage maintenance and operations contracts (waste hauling, HVAC/Refrigeration, pest control, etc.).

  • Responsible for managing, monitoring, reporting and training.
  • Maintenance and Operations Inventory Control (Supplies, Materials & Equipment)
  • Responsible for day-to-day management, monitoring and reporting.
  • Standardization of Supplies, Equipment & Materials
  • Responsible for management, monitoring and reporting.
  • Proposition 39 Clean Energy Jobs Act
  • Responsible for implementation and day-to-day management of Proposition 39 energy saving projects and programs (LED, Thermostats, etc.).
  • Assist in the development and management of District-wide deferred maintenance and capital improvement projects.

  • Security Alarm Systems

  • Responsible for management, monitoring, reporting and training.
  • Responsible for after-hours, emergency, safety and security response calls at District facilities.

  • Performs other duties as assigned.

EMPLOYMENT STANDARDS:

Distinguishing Characteristics: The candidate must be current in their thinking and knowledge of the major planning and public policy issues affecting the District today. Strong meeting facilitation skills and ability to work well with people from all sectors of a very diverse community, as well as the organization. Excellent writing skills. Ability to handle upset and/or irate citizens in a diplomatic, tactful way that builds credibility and understanding. Ability to demonstrate leadership and management skills and attend meetings after regular business hours. Ability to plan, implement and manage Proposition 39 energy saving projects and programs (LED, Thermostats, etc.).

Knowledge: All areas of maintenance, building systems, construction techniques, and grounds keeping preferred. Working knowledge of the methods and procedures of maintenance of buildings and its construction. Knowledge and experience working with school building programs; familiarity with the policies of state school building programs and all state agencies, i.e., State Allocation Board, Office of Public School Construction, State Department of Education, Department of the State Architects; knowledge of school construction documents; familiarity with public contract codes, prevailing wage requirements, and bidding laws; knowledge of the change order process for construction projects; training and/or experience in preparation of contracts and specifications of bids; knowledge and understanding of Public Works, Labor and Education Codes, regulations related to hazardous materials and apprenticeship standards for public works contracts; knowledge or experience with Proposition 39 Clean Energy Jobs Act and energy saving projects and programs (LED, Thermostats, etc.); knowledge and experience in word processing and maintenance of computerized data files; ability to work cooperatively with school personnel and all business contacts; experience in developing budget reports and forecasts; knowledge of school district policies and procedures; experience with School and Worker Safety Programs; working knowledge of Workers Compensation Program; applicable building codes, ordinances, fire regulations and safety precautions; record-keeping techniques; project management and scheduling techniques.

Abilities: Ability to perform the essential functions of the job with or without reasonable accommodations; ability to analyze, schedule, and monitor the multiple needs of the District; adjust to changing circumstances, act decisively and accept responsibility for decisions; work well with people; possess good communication skills; read and understand blueprints, shop drawings and sketches; prioritize and schedule work; inspect facilities and equipment for maintenance, repair needs and fire, safety and health compliance and/or hazards; meet schedules and time lines; work independently with little direction; and read, interpret, apply and explain rules, regulations, policies and procedures.

Training and Experience: Completion of the 12th grade required. Prefer a Bachelor's Degree with emphasis in accounting, finance, or business administration as it relates to maintenance and construction. Any combination of experience and education demonstrating the above knowledge and abilities will be considered. Prefer college degree or other technical school level training, a General Contractors License or experience closely related to General Contractor, and two years of increasingly responsible experience managing the maintenance and operations of multiple sites preferred. Experience working in a California public school district is preferred, with some knowledge of State School Construction and Proposition 39 Clean Energy Jobs Act, however, other combinations of experience and education will be considered.

Physical Effort Working Environment: Moderate physical effort; frequent standing or walking; periodic handling of light weight parcels or supplies. Indoor and outdoor work environment. A pre-placement physical examination may be required.

Licenses and Certifications: A valid Class 3 California's driver's license and evidence of appropriate automobile insurance based on DMV regulations may be required.
