The purpose of this position is to provide direct management and leadership direction for Laboratory Information Systems (LIS), Point of Care Testing (POCT) to support the mission and objectives of OHSU Health. This position leads the LIS and POCT staff who support departmental and non-departmental areas, across a range of administrative and clinical customers, including but not limited to ITG, Regulatory Affairs, Organizational Effectiveness, Patient Business Services, School of Medicine (SOM) laboratories, Community Connect partners. This position additionally supports the LIS functions at partner hospitals. The incumbent works cooperatively with the Lab Administrative Director and appropriate medical directors to manage the physical and human resource assets of the department in accordance with departmental, hospital, and corporate policies. The incumbent is responsible to maintain all operations at high standards consistent with departmental and healthcare quality policies and to meet all accreditation requirements.

Function/Duties of Position

OPERATIONAL MANAGEMENT

  • Manages day-to-day operation of the LIS and POCT sections by acting with staff, lead workers and faculty to assure optimal workflow, customer service and high-quality laboratory testing. Manages Epic builds, in coordination with OHSU colleagues supporting, EpicCare, Resolute, Cadence, Optime, Pharmacy, Radiance and non-Epic vendors Formulates policies and procedures to ensure consistent and reliable operations. Reviews policies and procedures with Director; and writes in standard formats for distribution and implementation among section staff.

  • Ensures staff is trained in standard operating procedures to ensure consistently optimal service in all situations. Collaborates with OHSU Health partners, SOM departments, ambulatory clinic implementations, representing Pathology Laboratory Services. Serves as a resource for other laboratory and hospital staff. Maintains and updates managerial knowledge and skills by actively participating in continuing education and conferences.

FINANCIAL RESOURCE MANAGEMENT

  • Develops and monitors sections' budgets including submitting information in expected format and timelines, while meeting financial expectations. Collaborates with Healthcare Professional Services Applications (HPSA) and other customers, to understand their existing and future requirements and submits budgetary requests as needed. Monitors monthly variances using expected format and within timelines. Meets or exceeds budgeted goals as determined in conjunction with the Administrative Department Director. Works with technical staff and faculty to plan and implement processes to ensure budget targets are met. Continually assesses opportunities for increased productivity and efficiency. Understands financial systems and uses them effectively. Financial reports to show sustained or continuously improving financial picture.

HUMAN RESOURCES MANAGEMENT

  • Designs and implements staffing plans which ensure coverage of work, meeting turnaround time goals, and high quality results on all shifts. Selects employees who demonstrate understanding of organizational culture and job-specific duties and provides continuous feedback, encouragement, and coaching and addresses employee performace problems. Manages human resources according to hospital policies and procedures: 100% of employees participate in GROW reviewsand complete annual mandatory education 100% of employees have a current position description including performance standards, essential job functions, development plans, and competencies. Manages human resources according to labor laws and collective bargaining contracts with no repetitive violations of contract articles or labor laws or untimely response to filed grievances. Provides training and development for staff and other hospital employees as appropriate. Works with staff to recognize team and individual accomplishments, ensure open communication, teamwork, and high level customer service.

ASSET MANAGEMENT

  • Assists in the development of section's capital budgets. Collaborates with customers outside the department to assist them with planning capital requests and provides recommendations. Oversees project management and change management for all lab information systems, supporting healthcare, SOM, Community Connect partners. Projects needs, budgets, and submits proposals within expected format, procedures and time lines. Manages equipment repair and maintenance according to hospital policies and procedures. Works with technical staff to ensure optimal quality and functionality of equipment at all times. Manages current and future space needs according to operational requirements. Meets all equipment and space-related accreditation requirements at all times.

QUALITY AND REGULATORY MANAGEMENT

  • Works with technical staff to ensure compliance with DNV, CAP, CMS and other regulatory agency standards. Is a content expert to Regulatory Affairs department staff for point of care laboratory related issues. Develops Quality Assessment and Improvement programs for all sections' services according to departmental and hospital Quality policies. Works to assure effective, compliant technical billing. Assists in data gathering for quarterly QI reports. Submits data when requested and responds to any deficiencies within required timelines. Maintains personal professional certification and current knowledge of technological and management applications that apply to areas of responsibility.

MARKET INITIATIVE

  • Meets with customers regularly to understand their business and acts as an advocate on their behalf within laboratory services. Utilizes external surveys, other customer input, and internal departmental data for improvement initiatives, and timely responses. Assures department is strategically positioned for the competitive market.

OTHER DUTIES

  • Attends and participates in Section and Departmental meetings and task forces, Hospital Managers' meetings, and hospital-wide committees/activities. Performs other duties as assigned by the Pathology Department Director. Performs requirements for Department Directors/Managers as outlined in Compliance Roles and Responsibilities in OHSU Hospitals and Clinics. Carries out job responsibilities in an ethical, effective, and professional manner. Reports potential compliance problems using the reporting processes as outlined in the Code of Conduct. Models ethical and appropriate behavior, professional standards, compliance, and personal integrity. Participates in training programs. Understands and complies with the Code of Conduct, OHSU and departmental policies and procedures, applicable rules, regulations, etc.

Required Qualifications

  • Bachelor's degree with MT(ASCP) or equivalent education

  • 4 years supervisory/lead experience in hospital laboratory services, hospital IT services, or equivalent.

  • AND 2 years experience as MT/MLS, MLT, or equivalent.

  • Strong customer service skills and effective verbal and written communication skills

  • Knowledge of laboratory compliance and regulatory issues, including billing and coding; and the ability to implement procedures and policies to ensure compliance.

  • Extensive knowledge of quality control, quality assurance, and process improvement principles.

  • Ability to communicate and work effectively in a leadership role, and to interact in a positive, productive way with all hospital staff, and to maintain and promote a customer service focus in all aspects of work.

  • Knowledge and/or experience with an enterprise Laboratory Information System.

  • Healthcare domain knowledge about how IT applications are used within healtcare.

  • MT, MLS or equivalent

Preferred Qualifications

  • Masters degree in technical, business or related field

  • Experience in a tertiary care hospital.

  • Experience in a fast paced, multidisciplinary laboratory environment.

  • Comprehensive understanding of the roles and responsibilities of the staff represented within the lab sections

  • Comprehensive knowledge and ability to apply the principles and practices of business, financial, and human resources management.

  • Skill in using laboratory information and management programs and personal computer applications.

Additional Details

Pay Range: $99,341 - $168,854 per year

  • This position functions in a laboratory and office environment with possible exposure to biological and chemical hazards. The environment is busy with many possible interruptions, multiple demands and constant interactions with people.

  • This position requires heavy use of computer and phones and may include use of laboratory equipment. May require sitting for long periods.
