Summary

The Manager, Land Services supervises the procurement of property interests required for the construction, operation, and maintenance of Chugach facilities. Direct documentation and maintenance of real estate property records of Chugach facilities and ensures ability to retrieve this information in a timely manner. Render expert advice with respect to government regulations and procedures affecting the procurement and use of Chugach right-of-way.

Essential Functions

  • Plan and direct the acquisition of property interests required by Chugach, including review of leases and appraisals for acquisition of property interests.

  • Assist in the disposition of Chugach property interests and supervise the preparation of instruments for easement release.

  • Direct or verify ownership of properties; prepare and/or review easement descriptions.

  • Review easement recommendations, regulatory changes, conditional use and easement vacation requests affecting Chugach.

  • Direct the maintenance of records dealing with easements, permits, leases and other property interests.

  • Prepare budget and work plan data for the Department.

  • Ensure Land Services personnel are fully knowledgeable with regard to Chugach policies, tariffs and government regulations relating to procurement, maintenance and use of various properties and to inform consumers and other interested parties.

  • Direct the operations of the Land Services department. Responsibilities include supervising, motivate, manage performance and develop staff to ensure work product accuracy, timeliness and compliance.

  • Direct and/or participate in public information meetings with consumers/agencies and present Chugach's Policies & Procedures.

  • Participate in negotiating agreements such as permits and leases with customers/agencies for extension, modification or relocation or company facilities.

  • Participate in external committee assignments with various organizations.

  • Other duties as assigned.

Relationships

Internal

  • VP, Engineering: report to and receive direction and guidance.

  • Other Chugach Departments: Coordinates with and exchanges information as required.

External

  • Bargaining Unit Representatives

  • Federal, State and Local Government agencies and other utilities: Consult and coordinate with relative to ordinances and regulations affecting property use policies of Chugach or to authorize construction projects.

  • Consulting Firms: Consult with relative to various proposed projects to ensure compatibility with existing and proposed Chugach facilities.

  • Member-Owners: Respond to inquiries and complaints.

  • Professional Associations: Interact with other land services professionals to obtain up-to-date knowledge about current procedures and policies.

  • Local Government Agencies and Boards: Present and explain Chugach policy as it relates to easement requirements, acquisitions and uses.

  • Subdivision Developers, Builders, and General Contractors: Provide direction and assistance to and exchanges information.

Competencies

  • Ability to read and write legal descriptions.

  • Ability to locate land from surveying markings.

  • Proficiency in land record research, public and private. Knowledge of local geography helpful.

  • Familiarity with the laws and practices related to the acquisition of land and right-of-way for utility use. Familiarity with the source and nature of records and documents related to real property, and with property conveyance instruments, methods, and requirements. Ability to gather and analyze real property data and maintain accurate records thereof.

  • Ability to negotiate the acquisition of permits from governmental agencies. Demonstrated working knowledge of land use regulations: Federal, State, and Municipal.

  • Ability to work effectively with the general public in the acquisition of easements and to provide information relative to Chugach's plans and their effects on individuals and the community. Ability to act as an effective coordinator between consumers and a diverse group of Chugach employees.

  • Must be proficient in use of word processing, spreadsheet, database, presentation, and project management software. Ability to oversee development of database software for optimal department efficiency.

  • Must have effective project management skills as they relate to right-of-way and permit acquisition.

  • Must have good public relations abilities with excellent communication skills, both in public speaking and in written communications.

  • Must be able to balance multiple priorities and to expedite work, while maintaining required standards.

  • Must have a strong ability in conflict resolution.

Supervisory Responsibility

This position has the supervisory responsibility for the Right-of-Way Agent I, II, and III, and Land Services Coordinator. Supervise right-of-way contract staff and coordinates contracts with Chugach departments.

Work Environment

Work is performed in a standard office environment with some fieldwork required during the normal business day. Some evening and weekend work is required for public meetings or appointments with landowners. Occasional air travel is required.

Minimum Qualifications and Experience

Education

A bachelor's degree is required with a major in a land use management, urban planning, real estate or natural resources management discipline; a degree in surveying, business or public administration discipline is acceptable with demonstrated work experience in the right-of-way field. A current Senior Right of Way Professional credential with the International Right of Way Association is required.

Experience

Five (5) years of progressively more responsible experience, including supervisory responsibility, with land titles, real estate, real property law, land planning, development or disposal is required. Experience in negotiating for the acquisition of property or easement interests is preferred. Right-of-Way experience associated with electrical construction of primary distribution and secondary commercial and residential electrical systems is preferred. Experience working in a union environment preferred.

Substitution

Four (4) years of experience in the right of way profession are acceptable if two (2) years have been acquired as a Chugach employee.
