POSITION SUMMARY: Under the general direction of the Director, provides effective overall management of all ECHN Laboratory sections including Manchester and Rockville Hospitals and Outpatient Draw Stations. Duties include, but are not limited to employee relations, capital and technical management, quality management, and compliance with regulatory bodies for all sections. Takes charge of Laboratory Operations in the absence of the Director. Sets annual departmental goals that are aligned with Laboratory Business Plan and achieved through strong project management skills. Assists with development and management of departmental operating budgets. Interacts and supports Pathologists on an as-needed basis. # EDUCATION/CERTIFICATION: Bachelor degree. MT (ASCP) certification. Must provide an education transcript prior to start of employment. EXPERIENCE: Minimum of five (5) years laboratory experience.# # COMPETENCIES: Ability to communicate effectively in English, in both verbal and written form, and proven project management experience with demonstrated record of success. Strong interpersonal and employee relations skills. This position requires a valid driver#s license to travel between ECHN business sites.

Assists and supports CLS#s with maintenance of adequate staffing levels to meet workload needs. Makes staffing change recommendations. Acts as a positive role model for the offsite lab when managing operations in the absence of the Administrative Director. Acts as a liaison with other hospital departments to drive organizational performance improvement. Regularly identifies new projects and develops implementation timelines. Meets goals by achieving deadlines. Acts as a key troubleshooter for all departmental issues. Determines new and creative ways to improve Lab Customer Satisfaction. Works across Lab departmental lines to improve overall lab operations Acts as in-charge Lab Administrator in the absence of the Laboratory Director. Quickly resolves dept issues so to prevent further escalation of the issue. Works effectively with Pathology group to support their business. Develops staff educational programs on a regular basis to increase the knowledge base of employees. Demonstrates responsibility for areas of management. Effectively manages daily operations of the managed areas on an ongoing basis. Effectively manage resources within the assigned areas. Meets with employees on a regular basis to understand and resolve issues. Completes performance evaluations with clearly defined goals and objectives on a regular basis. Develops plans for technical and capital replacement on an as-needed basis. Stays current with new technology and solutions. Manages inventory effectively within the departments. Works closely with vendors on a regular basis, renegotiating contracts and pricing on an as-needed basis. Works with Materials Mgt and Legal department as needed to negotiate contracts. Ensures CAP and other regulatory compliance in the managed sections for which there is responsibility for. Ensure quality and operational goals are met on a timely and continued basis. Demonstrates strong business skills as related to lab contracting functions. Responsible for assistance with contract processing for the department. #LPECHN
