Performs moderately complex management or oversight activates for daily operations of an operating department. Work involves establishing short-, mid-, or long-term goals and objectives; developing guidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns, and/or supervises the work of others. Works under limited direction with extensive latitude for the use of initiative and independent judgment.
Assists in the preparation and coordination of the annual capital with accurate reflections of operating costs.
Reviews annual budget development submissions with departmental staff including providing instructions, reviewing for technical accuracy, completeness, and adherence to established procedures, format and guidelines.
Prepares routine reports such as cost analysis, performance data, financial target analysis and produces routine expenditure and revenue reports to provide appropriate monitoring for corrective decision making.
Reviews council agenda items for appropriate financial and budgetary data and coordinates with departmental staff for resolution of problems.
Manages activities of staff in the capital unit. Delegation of authority and responsibility for assigned tasks to subordinates.
Identifies needed areas of change/and or development and institutes change to improve operations.
Plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
Reviews and oversees work schedules of others all subordinate levels.
