Raytheon Intelligence, Information and Services (IIS) is currently seeking a systems engineering Section manager to lead a team of approximately 20+ systems engineers committed and passionate about creating innovative and cost-effective systems solutions. This position involves leading a team in all phases of Systems Engineering development including concept development, architecture development, requirements development and allocation, functional analysis, design reviews, implementation, test, verification and validation. The Section Manager is expected to ensure work and work products assigned to their section are completed on time and on budget and continuously improve their ability to accomplish the assigned work. The Section Manager is also expected to participate in proposals, roadmap development and growth of the systems and section. The Section Manager must leverage multiple skill sets in areas such as Defense Avionics, Missile Systems, Radar and RF application, Structures, embedded computing and networking.

Clearance Requirements:
Ability to obtain a Secret Level security clearance; an active Secret or higher clearance a plus.

Responsibilities and scope include:

  • Provide leadership, technical direction and guidance to ensure section is effectively executing work to deliver on-budget, on-time, correct, high-quality, complete work products, utilizing IPDS-based Engineering work packages and productivity measures

  • Ensure staff development to meet Indianapolis SEIT Department staffing, training and development plans through performance management, career development and resource allocation

  • Lead systems engineering activities which may include CONOPs development, requirements development and management, systems architecture, system design, interface definition and control, integration and test to include test planning and procedure development in support of assigned programs

  • Work directly with customers and represent the engineering technical viewpoint

  • Develop, maintain and ensure compliance for system and subsystem requirements

  • Provide leadership and guidance to a cross-functional team throughout the lifecycle of programs

  • Prepare for and lead both internal and customer design reviews

  • Provide leadership and guidance to engineering team in the resolution of engineering systems issues as they work with external industry and government stakeholders

  • Participate as a member of the Indianapolis SEIT Leadership Team, flowing communication between the program and engineering department

  • Maintain a professional attitude, to serve as an example to the team, with team members, internal and external customers

  • Work closely with the Indianapolis SEIT Department Manager in support of company goals and objectives

  • Perform responsibilities under only general direction

Required Skills

  • Minimum of 8 years in systems, software or computer engineering, providing demonstrable technical expertise & value to programs, commensurate with current grade and role

  • Experience in capture management: creating/reviewing RFPs, SOWs, BOEs, tech volumes, proposals

  • Leadership experience involving responsibility for technical, financial, and/or personnel resources

  • Experience briefing effectively to all levels of the organization, from peers to senior management

  • Excellent written and oral communication skills

  • Experience operating within an organization governed by company policies & procedures

  • Experience working on product development and customer demonstration projects

  • Experience working on teams in a fast paced environment with aggressive deadlines

  • Experience developing technical baselines (requirements/architecture); leading development teams; and developing and reviewing Engineering Change Requests.

  • Experience applying technical standards, principles, theories, concepts and techniques to solve problems.

  • Experience leading technical Analysis of Alternatives (AoA) and/or Trade Studies, performing Risk and Opportunity analyses, and tracking and mitigating risks.

  • Ability to manage work in an environment with ambiguity and change

Desired Skills:

  • Experience in development, integration, and test of large scale complex systems

  • Experience with Agile or DevOps software development

  • Experience managing programs via program metrics: development, financial, performance

  • Experience ensuring program progress via formal risk & opportunity management

  • Training/certification and experience performing formal Control Account Management (CAM)

  • Experience using DOORS, Rhapsody, MagicDraw, or other requirements management and system architecture tools

  • Experience mentoring engineers of all grade levels

  • Familiarity with Raytheon company policies & procedures

  • Active Secret or higher clearance

Education Requirements:

  • Bachelor's in Science, Technology, Engineering, and/or Mathematics (Preferred Majors: Systems, Aerospace, Electrical, Mechanical) and 8+ years of relevant experience - or

  • Master's in Science, Technology, Engineering, and/or Mathematics (Preferred Majors: Systems, Aerospace, Electrical, Mechanical) and 6+ years of relevant experience
