Manager II - Budget Management

Position Purpose

Manages budget operations for the District to ensure effective and well controlled budgeting processes, and compliance with all federal and state requirements and board policies.

ESSENTIAL JOB FUNCTIONS

  • Develops and analyzes projections for budget planning to maximize use of funds; ensures overall operations are within budget.

  • Prepares budget proposals and recommends amendments to the board/grantor for approval.

  • Monitors budget allocations for accuracy; ensures expenses are within budget; reviews program intent code expenditures and state funding allocations to ensure proper utilization of funds.

  • Coordinates annual budget planning for one or all of the following funds: general; food service; other local and special revenue; debt service.

  • Assists in budget control for all funds as necessary during fiscal year.

  • Maintains budget information and authorizes user access to the District's financial management system.

  • Reviews and approves budget transfer requests to ensure compliance with board policies and grant regulations.

  • Conducts training workshops for campus and department budget owners to provide direction and support.

  • Assists Senior Officer with preparation of annual District budget presentations and Budget Workshops for the Board of Education.

  • Facilitates ongoing communication of budget information to District staff.

  • Oversees the Position Control Management function of the District, working with Grants, HCM and Compensation, as required.

Safety

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.

  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Knowledge, Skills & Abilities

  • Knowledge of District policies, procedures, and regulations.

  • Knowledge of federal, state, and local school accounting regulations.

  • Knowledge of Texas Education Agency Financial Accountability System Resource Guide.

  • Knowledge of grant requirements and District policies and procedures to assure compliance.

  • Knowledge of Generally Accepted Accounting Principles (GAAP).

  • Knowledge of budget control methods, policies, and procedures.

  • Knowledge of budgets and budgeting processes for both local and federal funds and experience in developing and managing central or campus budgets.

  • Skill at the advanced level, working with Microsoft Office 365 (Outlook, Excel, and Word).

  • Skill in performing mathematical and statistical calculations with accuracy.

  • Skill in data entry with minimal errors, including operating 10-key and keyboard.

  • Skill in organizing, analyzing, and summarizing complex data.

  • Skill in conducting cost-benefit analyses, including using judgment and creativity in considering the relative costs and benefits of potential actions to choose the most appropriate one.

  • Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action.

  • Ability to handle confidential information with absolute discretion.

  • Ability to work in a team environment.

  • Ability to manage and create budgets, and to monitor and maintain accurate budget reports.

  • Ability to use software to access databases, email, create spreadsheets, and do word processing.

  • Ability to communicate effectively, including preparing oral or written communications, such as presentations, reports, and memoranda.

  • Ability to engage in self-evaluation with regard to performance and professional growth.

  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.

  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.

  • Lifting: Occasional light lifting and carrying (less than 15 pounds).

  • Environment: Works in an office setting; may require frequent irregular and/or prolonged hours.

  • Attendance: Regular and punctual attendance at the worksite is required for this position

  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions

Minimum Required Qualifications

  • Education: Bachelor's degree from accredited college or university in accounting, financial management, or a related field required.

  • Certification/License:

  • Certified Texas School Business Specialist (CTSBS) from TASBO preferred;

  • Certified Texas School Business Official (CTSBO) from TASBO preferred;

  • Registered Texas School Business Administrator (RTSBA) from TASBO preferred.

  • Experience: 6 years' experience in accounting, auditing, or finance required.
