Position Summary

Develops subcontract specifications, work statements, and terms and conditions for the procurement of complex materials and services (i.e., engineering development programs) in support of multiple contract types. Leads activities of subcontract teams on assigned programs. Ensures products and services obtained by the team meet quality, cost and schedule objectives in accordance with program and company requirements. Manages team of subcontracts administrators.

Basic Qualifications and Required Skills

  • 7+ years' experience

  • Bachelor's Degree or equivalent combination of education and experience

  • Demonstrated experience in negotiating, drafting and administering complex contracts

  • Expert knowledge of procurement regulations (UCC, FAR, DFAR) required

  • Knowledge of international contracts, including experience with international tenders, letters of credit, and contracting in a variety of cultures is highly desirable

  • Must have a good understanding of ITAR laws and requirements

Duties and Responsibilities

  • Develops subcontract specifications, work statements, and terms and conditions for the sourcing of complex material and services (i.e., engineering development programs) in support of multiple contract types

  • Leads activities of subcontract teams on assigned programs

  • Ensures products and services obtained by the team meet quality, cost and schedule objectives in accordance with program and company requirements.

  • Reviews requirement document (i.e., statement of work and specifications) for clarity and adequacy, and obtains necessary revisions from the program management

  • Identifies potential sources for required materials, and develops and issues requests for proposals. Responds to supplier inquiries

  • Receives and reviews supplier proposals. Leads proposal evaluation teams through a supplier selection process after a technical evaluation and cost/price analysis are complete

  • Negotiates subcontract terms and conditions including price, delivery, quality, and performance requirements. Negotiates required special terms. Ensures independent price/cost analyses are performed as needed. Documents the entire fact-finding and negotiation process

  • Develops the subcontract document, ensuring it complies with Government, Corporate and Company requirements. Obtains management approval prior to issuance to the subcontractor

  • Participates in subcontractor surveys and program reviews

  • Reviews and monitors payments, commitments and funds status

  • Negotiates subcontract changes and responds to all formal subcontract inquiries and issues

  • Provides subcontract status as required

  • Negotiates and issues teaming agreements, non-disclosure agreements, and memoranda of understanding

  • Participates in cross function design reviews and sign off's with project team and supplier

  • Closes out subcontracts upon receipt of all deliverable items and final payment

  • Provides subcontract advice to program managers, engineering personnel, and other related functions such as finance, quality, and contracts administration, and performs other duties and responsibilities as required

  • Supports, communicates and defends the mission, values and culture of the company

  • Other duties as assigned

  • Ability to lift up to 10 lbs. up to 25% of the time

Working Conditions

  • Travel up to 10%

This person will be responsible for leading a team of Subcontract Managers and support personnel in a challenging environment of time critical, diverse procurements. Additionally, this individual will be a member of the EOI Leadership Team, functionally reporting directly into Supply Chain and reporting in a matrixed function to the EOI General Manager. As a member of the EOI LT, the SCM Site Lead will be expected to work collaboratively with their functional peers on the LT to further EOIs goals and objectives. The Site Lead will be able to effectively communicate and influence the onsite programs and operations teams, site and RMS senior leadership and Supplier leadership during interface opportunities. The individual will have direct supervisory responsibility of a team of seven subcontracts professionals. The ideal candidate will bring creativity and a solution oriented mind-set to effectively execute in a fast-paced, high visibility procurement environment. Responsibilities include but are not limited to: * Timely execution of strategic procurement efforts improving PR to PO placement as well as supplier on-time delivery * Strategic sourcing and supplier affordability / improvement projects * Subcontract manager professional development * Fostering a compliance minded culture * Supporting site EOI Operations Reviews, Program Reviews, Quote Reviews, EACs and Tier Meetings * Briefing plans and status to Senior Leadership * Coaching and mentoring of EOI Supply Chain team * Creating and managing a cost center budget * Supporting new business quotations with timely supplier quotes * Support of capital equipment packages and negotiating /placing with equipment suppliers The EOI Subcontracts Site Lead is responsible for leading and mentoring a Supplier Manager team that: * Creates, executes and manages various procurement types, both direct and indirect * Issues and manages IOTs to other Raytheon factories * Performs cost and price analyses * Develops negotiation strategies and leads associated negotiations * Executes to customer requirements including government regulations, public law and Raytheon policies and procedures * Develops program supplier risk and opportunity management plans * Conducts competitive procurements; and * Participates in gate reviews and capture / proposal efforts Required Experience, Skills & Education: * A minimum of 10 years' experience in a progressive Supply Chain, Subcontract or Program Manager role * Experience working in a dynamic environment where you planned, organized, prioritized and were responsible for the performance of a team * Focused and skilled at career development for a team * Experience interfacing and communicating with all levels within an organization * Experience with key suppliers where strong relationships are critical to the success of a program * Ability to understand complex problems and employ critical thinking to solve them * Communicate to all stakeholders issues and resolutions * Understand financial impacts of supplier decisions on programs * Experience in leading others directly under his/her control as well as in collaborating and influencing across organizational boundaries with various functions on challenging business pursuits and program execution * Performance/understanding of procurement system compliance, materials management, supplier diversity compliance, prime contract flow downs, supplier quality, and supplier teaming to achieve successful results * Bachelor's Degree in Business, Supply Chain, Operations Management or any major related to the job description Desired Experience, Skills & Education: * Integrated Product Team (IPT) experience and leadership * Knowledge and experience with multiple technologies including electronics, optical and mechanical commodities * Ability for some travel to interface with suppliers and RMS Tucson * Expenses management and reporting * Raytheon Level 3 Subcontract Management Certification * Master's Degree * Excellent verbal, written and listening communication skills * Experience supporting or working as part of an embedded factory team Security Clearance Requirements This position requires the successful issuance, transfer or maintenance of a Secret security Clearance.
