This Manager Global Planning and Analysis is responsible for executing the production plan from a Workforce Management (WFM) perspective within Optum's Chart Operations. In this role, the leader will help drive / support operational KPIs by leading a team of analysts focused on ensuring that our operations teams are adequately staffed and processes are optimized. The leader will also work closely with global operations to coordinate resources to drive increased performance and cost effectiveness. This position is responsible for ensuring that Chart Operations has the necessary support to perform optimally by utilizing the right staffing resources, process and inventory levers to meet operational targets and continue to enhance performance. To be successful in this role, this individual must collaborate with peers and Operations leaders to ensure achievement of objectives.

Primary Responsibilities:

  • Manage Staffing Level to Meet Business Needs:

  • Demonstrate understanding of overall business strategies, business goals, and business processes in the operations

  • Collaborate with Operations leadership to proactively identify issues and mitigation to avoid / minimize current and future production results and ensure performance and financial goals are achieved (e.g., capacity constraints, aging inventory, business continuity events, off-line activities, CPH trends)

  • Strategically evaluate staffing levels across sites to achieve an optimal balance of efficiency, service and expense (e.g., identify opportunities to offset costs, budget planning / controls)

  • Monitor / Analyze Workforce Metrics / Data:

  • Demonstrate understanding of applicable performance metrics and data (e.g., CPH, QA rates, service level agreements, performance guarantees, work defect rates, schedule adherence)

  • Drive staffing models and develop staffing forecasts (daily, weekly, monthly, annual)

  • Proactively identify, communicate, and mitigate issues that impact workforce productivity and overall site performance. Present analysis and interpretations for weekly/monthly operational and business reviews in addition to client / executive reviews

  • Perform historical data analyses of performance data to identify trends / patterns, and make appropriate recommendations (e.g., work volumes, intra - day patterns, root cause analysis)

  • Collaborate with applicable stakeholders to review current performance data and identify coverage opportunities (e.g., Operations, Finance, long range planning)

  • Leads and optimizes critical workforce management functions: real time analysis, workforce scheduling and forecasting, resource allocation, and inventory assignment

  • Utilize / Support Workforce Management Technology:

  • Utilize applicable technology to monitor applicable performance metrics

  • Provide feedback to applicable partners on needed technology improvements to enhance Workforce Management performance (e.g., IEX Admin, Global Operations)

Required Qualifications:

  • Workforce Management (WFM) experience or 2 years of experience in a production environment. Work environment where production metrics (i.e. achieving a production goal) is the key objective. Examples: Service level metrics in a call center or work output items in a production facility

  • 3 years of people management experience

  • Excellent analytical skills

  • Basic understanding of budgeting and forecasting

  • Exceptional interpersonal skills; ability to collaborate with key stakeholders

  • Excellent communication, time / project management, problem solving, and organizational skills

  • Experience communicating ideas clearly and concisely to leadership

  • Experience developing successful business strategies

  • Experience with strategic thinking and business acumen, with the ability to align people related strategies and recommendations with business objectives
