Manager, Global Market Access

The Manager, Global Market Access will play an important role in the effectiveness and impact of the Global Market Access (GMA) organization and in the successful commercialization of Tegsedi, Waylivra and our pipeline products. She or he will work as anintegral member of the Global Market Access team by providing project management and coordination to support market access and health economics and outcomes research (HEOR) strategies and plans. She or he will support activities directed at achieving optimalmarket access for approved and pipeline products. In addition, she/he will provide support to the management of the Global Pricing Committee and to the global archive of in-country Health Technology Assessment (HTA) and Pricing & Reimbursement (P&R) submissions.

KEY RESPONSIBILITIES

The Manager, Global Market Access will:

  • Manage administration of market access and HEOR projects across several vendors including initiating master service agreements, scopes of work, and purchase orders

  • Manage month and quarter-end accrual estimates from vendors as an input to the finance team's reporting

  • Support research projects and publications in the Health Economics and Outcomes Research department by facilitating coordination and communication between vendors, academic and clinical consultants, and the Akcea GMA team

  • Facilitate timely review of market access and HEOR research abstracts and manuscripts by following up with internal Akcea and external reviewers

  • Work with the Medical Materials Review Committee and Promotional Review Committee to approve market access and HEOR publications and presentations

  • Coordinate the Akcea Global Pricing Committee (GPC) to support setting the launch price of products in the US and individual European and rest of world countries

  • Maintain a calendar of GPC meetings throughout the year and maintaining the archive of GPC decisions

  • Administration of the Global Pricing database and liaising with the vendor to ensure regular updates

  • Administration of the GMA Value Platform and liaising with the vendor to ensure that the platform is kept current and fully operational and with the country-level market access management to ensure that their input is kept up-to-date

  • Support maintenance of global value dossiers and core economic models in a central archive as part of the GMA Value Platform

  • Organize the logistical components of the GMA International Workshops

  • Organize off-site meetings with internal teams and external vendors

QUALIFICATIONS

  • At least 2 years' experience with project management and coordination

  • Understanding of pharmaceutical/biotechnology product development

  • Understanding of the role of market access and HEOR in pharmaceutical/biotechnology product development

  • Excellent verbal and written communication skills

  • Excellent organizational skills

  • Experience in managing multiple projects across a variety of topics and platforms

  • Experience in working in a digital workspace and administrating web-based resources

SKILLS/EDUCATION

  • Minimum bachelor's degree

  • Fluent in English, written and oral

  • Skilled in Microsoft Office (Word, Excel, PowerPoint), MS Outlook

  • Boston, MA based

  • Office-based position, with minimal travel requirements

The Vice President, Global Market Access & Pricing Counsel will partner with senior management and cross-functional teams to help develop and implement market access strategies for Blueprint Medicines' innovative product portfolio, including pricing, contracting and reimbursement. Vice President, Global Market Access & Pricing Legal will have prior experience working with life sciences companies where they have exuded a sense of urgency and passion for their work while contributing to the company goals. Reporting to the Executive Vice President, Chief Legal and Compliance Officer, the Vice President, Global Market Access & Pricing Counsel will provide legal advice and guidance, sound business judgment, and strategic thinking for teams across the organization. Responsibilities: * Provide strategic legal guidance to the senior management team and cross-functional partners to help develop and implement market access strategies and U.S. and international launch plans to ensure broad market access and reimbursement by commercial and government payers. * Work closely with Patient Services, Trade and Distribution, Sales, Marketing and other teams to develop and execute integrated product access plans. * Support negotiations and contracting to obtain favorable pricing and access for Blueprint Medicines' products around the world, if/when approved. * Review, analyze and provide advice on matters related to reimbursement activities, access services, patient support and assistance programs, government coding and reimbursement, payment and coverage decisions. * Work with cross-functional teams to ensure compliance with applicable laws and regulations, consistency and accuracy in outward interactions, including without limitation contracting, advisory boards, market research, and grants and sponsorships. * Counsel teams regarding compliance with healthcare laws and regulations, including without limitation the federal Food, Drug & Cosmetic Act, Anti-Kickback Statute, the False Claims Act, pharmaceutical government price reporting obligations, HHS-OIG guidance, PhRMA Code, HIPAA, and GDPR, as well as industry best practices * Working with the other members of the Legal & Compliance team, provide training and help ensure that any compliance issues/concerns within the organization are being appropriately evaluated, investigated, and resolved. * Draft, review and negotiate commercial contracts. * Prepare and implement policies and SOPs, as appropriate. * Assist with market access and reimbursement considerations in connection with business development activities. * Prepare materials and/or make presentations to the Board of Directors, as needed. * Generate reports, presentations and other documents for the department, cross-functional partners and/or the senior management team, as requested. * Maintain a working knowledge of applicable laws, regulations, best practices and enforcement actions to identify emerging trends and risks; keep senior management informed of trends and risks and assist in implementing policies and procedures in response thereto.
