Manager, Global Customs Compliance

The Manager, International Logistics and Customs Compliance will be responsible for interacting with all areas of the Kichler organization including Home Center and TLI to insure compliance with all applicable import/export rules and regulations in an effort to minimize Kichler's exposure to penalties and fines from non-compliance and to benefit from legitimate cost savings (drawback).

Duties and Responsibilities

  • Insuring adherence to regulatory requirements and programs, proper classifications and proper documentation for both import and export in daily operation. Maintaining compliance with all applicable government regulations and communicating those requirements to management

  • Regular audits of import/compliance process to detect and resolve any issues or breakdowns in the process (includes random audit of customs broker's entry documents and broker invoices to ensure that the proper information (HTS, Value, Tooling, Assists) is communicated to Customs; random audit of Customs entry folders and database to ensure that the proper documentation and information is stored and easily retrieved; etc

  • Develop and implement Import, Export and social compliance procedures for Home Center.

  • Develop and implement Import, Export and social compliance procedures for TLI

  • Organizing duty drawback date, post entry amendment, letter of correction ( voluntary tender and administrative refund), CF 28's, CF 29's, protests and informal requests for information from Customs

  • Establishing Schedule B classification for products, exporting to Canada and other 25 countries. Customs compliance procedure for Canadian exports

  • Working directly with Kichler's Customs broker for approval Form 7501 to ensure on-time Customs' clearances. Detect issues and provide solutions

  • Coordinating the flow of import shipments (ocean and air) between Kichler China logistics, CDS and Kichler's facilities in the USA. Negotiating Customs bond annually

  • Special projects as needed

EDUCATIONAL BACKGROUND/SPECIFIC WORK EXPERIENCE/SKILLS:

  • Detail-orientated and result-orientated with some project management skills

  • A strong sense of urgency and responsibility. Able to get things done under pressure

  • Updated knowledge of international trade, polices and regulations

  • Willing to challenge and improve current way of doing business

  • A great team player and an effective communicator

  • At least 10 years experience in International Trade with 5 Years management experience

  • Licensed Customs Broker

  • College Degree is required

  • Lighting Experience preferred

  • Ability to travel domestically and Internationally when necessary

  • Microsoft Outlook, Word, Excel, and Powerpoint, system adoptability

Manages relationships with all area third-party payers, community physicians and employers. Works with both the Enterprise Managed Care/Market Network Development personnel and Operations personnel in support of analytics to support contract negotiation, growth strategies, analysis and implementation. Job Responsibilities: * Conceives, communicates and implements the organization's strategic planning and direction as it relates to all third-party payer, direct employer and physician network contractual arrangements. * Establishes policy and parameters for CFO review and CCHS Senior Director, Market and Network Services approval as it relates to third-party payer reimbursement methodologies and pricing thresholds related to the overall financial objectives of the organization and its entities (e.g., acute care hospital setting - both inpatient and outpatient services, multi-specialty clinic settings, community physician network development, physician liaison program and employer direct contracting). * Creates business plans for recruitment, growth and development of the Affiliate Physician Program in partnership with other parts of the organization. * Collaborates with administrative and physician leaders to recommend and implement business development programs based upon analysis of market data, trends and organizational direction. * Responsible for overseeing the functions of the Contracting Business Development Department, through the appropriate assignment of responsibilities, delegation of authority, and overall direction of workflow process. * Monitors contract terms and conditions for compliance with financial and operating terms. * Follows up promptly on issues or concerns and works to closure. * Negotiates contract terms and conditions specific to operating requirements. * Communicates and implements agreed upon contract terms. * Manages ongoing renewal process and compliance review functions related to all third party reimbursement arrangements. * Leads negotiating team for all new and renewing third party payer contracts. * Seeks out opportunities for increased reimbursement by third party payers through new relationships and by expanding the service delivery component of existing contractual relationships. * Seeks out opportunities for increased reimbursement by third party payers based upon measurable outcomes and quality indicators or based upon Value-Based Reporting parameters. * Negotiates all one-time agreements with insurers (domestic and international) for out-of-network patients and all ancillary reimbursement arrangements (direct contracts) with other area providers related to ancillary services (e.g., renal pathology services, reference lab and radiology). * Participates in committees and teams regarding revenue cycle and in process improvement opportunity development for revenue cycle (e.g., denials, authorization, etc.). * Manages credentialing process for Medicaid and third-party payers for all providers (e.g., physicians, fellows, residents, NPP, etc.) * Develops annual plan and quantifiable contracting pricing goals (as part of the annual budget process) for review and approval by CFO and CCHS Executive Director of Managed Care Contracting. * Provides appropriate information regarding negotiated changes or renewals to payer contracts to appropriate parties in a timely manner. * Organizes the functions of the department through the appropriate assignment of responsibilities, delegation of authority and overall direction of workflow process. * Monitors and evaluates the activities of the departmental employees and provides management coaching, guidance and on-the-job training and retraining, as necessary, to ensure operational efficiency and adherence to policies and procedures. * Monitors resource utilization, payroll, supplies and expenses. * Ensures department compliance to all applicable governmental agencies. * Maintains department policy and procedure and other appropriate documentation. * Reviews and approves payroll time sheets, purchase requisitions, three month and annual employee evaluations, progressive discipline reports, employee improvement plans and any other employee requests. * Prepares and submits capital expenditure requests and annual budget to upper management. * Other duties as assigned. Education: * Bachelor's degree in healthcare finance, management, network development, sales, administration or related field required. * Master's degree preferred. Certifications: * None required. Work Experience: * A minimum seven to ten years of experience with health care payor contracting in either acute care hospital or physician practice environment (multi-specialty preferred) or both. * Seven to ten years of healthcare, strategic planning and business development experience with a multi-facility system, with at least 5 years of management experience and strong background in the healthcare service or hospital industry preferred. * Requires strong verbal interpersonal and written communication skills. Preferred/Ideal Experience: * A Bachelor's Degree is required; an advanced degree in Business Administration and/or Health Care Administration is preferred. * At least 7 years of managed care experience in a payer or provider environment with direct payer contracting experience. Three years of international contracting experience is required. * Prior experience with risk-based contracting, bundled payment models, and other value-based contracting models is a plus. * Experience negotiating contracts with health plans, accountable care organizations (ACOs), employers, and international government sponsored payers. * Ability to understand complex contractual options and the managed care competitive landscape. * Strong problem-solving, analytical, quantitative, and financial skills. * Strong leadership and relationship management skills. * Excellent organizational and interpersonal skills. * Must be willing to travel internationally. * Excellent written and oral communications skills required. * Background in working collaboratively with diverse groups, including international healthcare partners and payers. Physical Requirements: * Requires prolonged periods of sitting with a light amount of physical work, with maximum lifting of 20 pounds. * This individual spends almost 100% of his/her time in an air-conditioned building. * The potential for exposure to blood borne pathogens, body fluids, or potentially infectious material is minimal to none.
